PURPOSE
The purpose of this report is to provide an update on the development of the Capital Works
Framework and Capital Works Program for the preparation of the draft 2014/15 Budget.
EXECUTIVE SUMMARY
The development of a Capital Works Framework is key for management of the planning and
delivery of Council projects. It identifies the major priorities and sets out the steps that are taken
for projects to be adopted and delivered within any allocated financial year. The Framework
provides consistency across the Capital Works Program to ensure Council achieves high quality
outcomes with a multi-year approach in the decisions and delivery of projects.
The Capital Works Framework will require ongoing development as Council improves its systems
for managing projects through a defined database and increasing the capabilities of capturing
detailed asset condition across all asset categories. The ongoing improvement of the Framework
will be influenced by the development of the Corporate Plan, the long term Financial Plan and the
Asset Management Plans to ensure projects continue to have a whole of Council approach and
are funded sustainably.
RECOMMENDATION
That Council note the report by the Coordinator, Assets & Investigations to the Infrastructure &
Services Committee dated 25 February 2014 and endorse the proposed Capital Works
Framework for the development of a Capital Works Program for the draft 2014/15 Budget.
BACKGROUND INFORMATION
An interim Capital Works Framework has been developed in the absence of a long term Financial
Plan, Asset Management Plans and a Corporate Plan that supports how capital projects will be
identified, prioritised and delivered by Council for 2014/15 and beyond. It is proposed that once
these plans have been developed they will be incorporated into the Capital Works Framework to
ensure that capital delivery by Noosa Council is driven by sound planning, is financially
sustainable and equitably delivered across the various programs.
