INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 25 FEBRUARY 2014
The development of the Capital Works Framework has taken these issues into consideration and
has identified some key principles for projects allocated to each of the three years which are
detailed below:
Year 1 Principles
That there are sufficient funds for preliminary and detailed design (1-2 years design in
advance of delivery);
There is a clear strategy for the delivery of future projects including planning and
consultation;
Emergent works allocations – unscheduled works are aligned to programs and there are no
discretionary funding pools;
Simple projects are completed;
Asset management focuses on renewal and replacement and existing levels of service; and
The identification of partnership opportunities through grants for future year projects to stretch
every dollar spent.
Year 2 Principles
Delivery of year one design /planned projects;
Continuation of staged projects;
70/30 rule to fit funding and delivery resources (this rule implies that the likelihood of 70% of
the projects that are in year 2 will be delivered the following financial year and up to 30% may
need to be deferred for later years);
Refined by renewal / replacement programs /Council strategy / policy / focus / initiatives; and
Current costs adjusted to reflect project, as time passes original estimates will need to be
updated to current year costs.
Year 3 Principles
Project delivery scheduling and timing is defined;
The review of project costs to reflect current costs, as time passes original estimates will
need to be updated to current year costs;
Strategy development that will drive changes to years 2 & 3;
Asset management – renewals and failed assets will influence the changes in years 2 & 3;
and
Partnership opportunities – planning for grant opportunities and potential capacity to bring
projects forward to align to third party funding.
2. Framework Development
Utilising these issues and principles in developing a framework the following documents have
been developed to assist in establishment of a 3 year Capital Works Program for 2014/15. These
documents have been attached to this report.
1. Program statements that support the intent of projects to be delivered within each program;
2. A project initiation form to identify the source of a project;
3. A detailed project plan template that identifies the scope of the project; and
4. An initial project scoring criteria for the prioritisation of projects.
