PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 SEPTEMBER 2017
This amount indexed to the LGIP base date at June 2014 = $42.45/m2 (using CPI adjustment
per guideline allowances) can therefore be used in the SOW model’s “Land Costs, Unit Rates,
Option 1 - Generic Land Cost, Unit Cost of Land ($/m2)” in determining the base land costs for
the existing and future land requirements of the LGIP.
2. Minor Amendment to the Schedule of Works (SOW) Future Items for the Public Parks
& Land for Community Facilities Network
The previous Schedule of Works future items for the Public Parks & Land for Community
Facilities network that was approved at the Ordinary Meeting of 18 May 2017 requires minor
amendments due to the change in land valuation detailed in item 1 of this report. Also, comments
made during the previous Planning & Environment Committee Meeting of 9 May 2017 have been
considered resulting in a few other minor amendments.
The amended Schedule of Works proposed for this network is provided in Attachment 2 for
Council’s review. The minor amendments are highlighted in red font with yellow shading and
summarised as follows:
Base costs for 4 future land acquisitions revised using the generic land value rate in
accordance with item 1 of this report;
3 naming corrections relating to the Noosaville Foreshore, and Noosa District Sports
Complex;
Base cost revised to the updated budget review for the Noosaville Foreshore Land Use
Master Plan; and
Removal of future facility upgrades to the 2 Australian Football grounds as these facilities
are no longer under Council’s direct control & management. The land however still forms
part of the existing land supply acquired by government for sports purposes in meeting the
Desired Standards of Service (DSS) for this network.
3. Infrastructure Network Demands
The LGIP and SOW model is required to include the demand generation rates and the projected
infrastructure demands for each network’s service catchment/s. This is provided in Attachment 3
in the form of a “LGIP Briefing Note - Infrastructure Demand Assumptions and Conversions” that
explains the methodology used to determine the demand generation rates and resulting
projected infrastructure network demands for the service catchments.
4. Final Draft LGIP
Council’s endorsement of items 1 to 3 of this report will enable the SOW model and final draft
LGIP to be completed ready for the required Independent Reviewer’s first review.
A further report on the complete draft LGIP and Independent Reviewer’s first review will then be
presented to Council for consideration review and adoption. The completed draft LGIP will then
be forwarded to the Minister for the first State review.
It should be noted that all the LGIP Council Committee reports, attachments and relevant
Ordinary Meeting Minutes together with related planning & other supporting documentation, will
be included in the “Extrinsic material” section of the LGIP. This will provide complete
transparency of the methodology used to prepare the LGIP for all stakeholders including the
general public as required under section 2.5.6 of the Statutory Guideline 03/14.
