PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 SEPTEMBER 2017 RECOMMENDATION That Council note the report by the Coordinator Planning to the Planning & Environment Committee Meeting dated 12 September 2017 and refuse Application No. 51994.1353.01 for a Development Permit for Restaurant and Outdoor Dining Area, situated at 5/50 Hastings Street Noosa Heads for the following reasons: 1. The proposal does not constitute a permissible change as it would result in a substantially different development due to the proposed increase in site cover, built form and reduced setbacks. 2. The proposal is not consistent with the Overall Outcomes and Specific Outcomes of the Noosa Heads Locality as the reduced setback to Noosa Drive and the increased site cover result in a development which is inconsistent with the intended streetscape and the surrounding character. 3. The proposal is not consistent with Driveways and Car Parking Code due to the absence of additional car parking and the increase in use area. REPORT 1. PROPOSAL The applicant seeks Council approval to change TPC 2696 to enable the renovation and upgrade of the existing restaurant tenancy on the site. The upgrade is for a new restaurant known as Grill’d to operate from the site. The applicant submits that the existing tenancy including internal fit out and external shade sales are dated and are in need of an upgrade that reflects recent alterations undertaken to other tenancies on the site as well as the character of the precinct. The works relate to both common property and privately owned land. The proposed works include: New retractable fabric awning over Noosa Drive frontage; Replacement of existing red and white tension membrane sail structures along southern boundary with new tensile shade sails over new internal ceiling; New shop front portal clad with composite timber decking; New bulkhead to southern and western elevations; New landscape planter provided along Noosa Drive frontage of site; New internal layout with new upgraded kitchen including cool rooms, freezer, prep and servery areas; New tiled floor; Outdoor seating increased from 50 to 72; 3 x illuminated signs; New besser block balustrade to southern and western elevations; and Replacement of plastic screens with roll down clear blinds. The proposal plans are detailed in Attachment 1. Page 92 of 168
