Introduction 1 Introduction Kieran Courtney commissioned FERG & ROEDS to undertake a Site Servicing Report of the proposed residential subdivision of 9 Butler St, Tewantin (Lot 1 RP174646). This report has been prepared to address all engineering issues for Council to support a development application for a Reconfiguration of Lot (ROL) on the property. The site contains a dwelling located at the front of the property. The rear of the property is vegetated by trees and bushland. The block slopes towards the north western boundary as shown by the contours in Figure 1-1 below. PROPOSED DEVELOPMENT
2 PROPOSED DEVELOPMENT
2.1 Development Scope
The proposed development will include the following:
• Reconfiguration of lot boundaries to create 2 new residential lots
• All lots shall be accessed via a Butler St
• All lots are proposed to be serviced with water, sewerage, electrical and NBN
• Lawful point of discharge
The proposed Stage 2 ROL development layout is provided in Appendix A.
2.2 Bulk Earthworks and Erosion and Sediment Control
Earthworks will not be required to be carried out as part of the works.
2.3 Access
All lots will be accessed directly from Butler Street. The proposed details are as follows:
• Utilise existing driveway crossovers:
o Provides access to lots and a second development connection to the external Butler Street.
o 60km/h Design speed utilised for sight distance checks.
o Adopting reaction time, RT of 2.0 seconds (urban environment) the required 123m SISD is achieved.
Further, access and egress into the proposed driveways could occur in the shoulder of the road,
away from the traffic lane, therefore minimising the risk of conflict.
• A widening of southern existing driveway crossover for lot 2:
o 4.2m wide access handle.
o 3.0m wide concrete driveway the length of the handle located centrally.
o Water, electrical and NBN conduits to be installed.
The proposed access design is represented on the engineering drawings provided in Appendix A.
2.4 Stormwater
A Dial Before You Dig Investigation has been completed for the site and its surrounding area. No existing stormwater
infrastructure was identified on the subject land. Runoff from the roof of the existing dwelling currently discharges
onto the ground and flows overland onto the downstream neighbouring property. It is proposed to discharge roof
water from the existing dwelling on Lot 1 to a new 3m3 soakage pit.

PROPOSED DEVELOPMENT A site classification report was undertaken in order to adequately determine the size required for the soakage pits promote groundwater infiltration and minimise the overland flow discharging onto the downstream neighbouring property during frequent rainfall events. The soakage pit will have a volume of 3m3. Runoff from Lot 2 will discharge into a second new 3m3 soakage pit. Each soakage pit is required to be located at least 3m from the property boundaries. The Queensland Urban Drainage Manual (QUDM 2017) classifies soakage pits as an acceptable method of discharging stormwater from a property (Level 1 drainage solution). The proposed soakage pits therefore constitute the lawful point of discharge for each lot. The proposed stormwater discharge solution is not expected to create an adverse impact to the downstream neighbouring property. In fact, it is envisaged to improve the current situation because the downpipes on the existing dwelling discharge straight onto the ground. The proposed stormwater network design is represented on the engineering drawings provided in Appendix A. 2.5 Sewerage There is currently a sewer main traversing the property. As part of the ROL, the house drain from the existing dwelling is to be disconnected from the current property connection as it would need to cross into Lot 2 and would become a combine drain. The existing dwelling on Lot 1 will be reconnected to a new property connection. The existing property connection will remain to service Lot 2. The proposed sewerage network design is represented on the engineering drawings provided in Appendix A. 2.6 Water There is an existing DN100 VC reticulation water main along the full extent of Butler Street on the opposite side of the road. There is also a DN300 AC trunk water main along the full extent of Butler Street fronting the property. The existing water meter for Lot 1 will be retained, and a new water meter and service will be provided for Lot 2. The closest fire hydrant is directly opposite the subject site on the reticulation main which will ensure the development meets all firefighting provision requirements. The proposed water design is represented on the engineering drawings provided in Appendix A. 2.7 Electricity Energex are the service authority responsible for planning and approval of electricity supply to service the development site. There is existing overhead electricity supply infrastructure along Butler St, which currently supplies the existing dwelling in Lot 1. It is proposed that this overhead supply will be utilised to provide connection for Lot 2. 2.8 Telecommunications The DBYD search identified that there is an existing Telstra cable bank on the western side of Butler Street and an existing NBN connection to the property. With the implementation and roll out of the National Broadband Network (NBN), the development site will be subject to application and formal Agreement with NBN Co. NBN compliant pit and pipe infrastructure will be designed and installed in conjunction with the electrical reticulation. Telecommunications infrastructure required for the proposed development will be designed by a suitably qualified telecommunications engineer during the detailed design phase. LIMITATIONS
Recommendations given in this report are based on the information supplied by the client
regarding the proposed building construction in conjunction with the findings of the
investigation. Any change in construction type, building location or omission in the client
supplied information, may require additional testing and/or make the recommendations
invalid.
The recommendations herein identify a target soil stratum into which the footings are to be
founded. The target stratum has been located by the depth in mm of the target stratum's upper
horizon boundary below the existing ground surface level at the time of the site investigation.
Any cutting or filling works and any surface erosion or deposits subsequent to the site
investigation, will alter the measured location of the stratum relative to the surface. Where
required, the author should be notified in such cases to confirm the location of the target
stratum.
The description of the soil given in the Soil Profile section of this report is intended as a brief
overview of the soil's primary constituents. For a detailed classification of the soil, the reader
should refer to the Soil Profile Reports and/or Borehole Reports attached to this report.
Every reasonable effort has been made to locate the test sites so that the borehole profiles are
representative of the soil conditions within the area investigated. The client should be made
aware however, that exploration is limited by time available and economic restraints. In some
cases, soil conditions can change dramatically over short distances, therefore, even careful
exploration programs may not locate all the variations.
If soil conditions different from those shown in this report are encountered or are inferred
from other sources, then the author must be notified immediately.
This report may not be reproduced except in full. The information and drawings provided
with this report shall only be used and will only be applicable for the development shown on
the client supplied information provided for this site.
Any dimensions, contours, slope directions and magnitudes shown on the Test Locality Plan
shall not be used for any building construction or costing calculations. The purpose of the
plan is to show approximate location of field tests only.
Any changes made to these recommendations by persons unauthorised by the author will
legally be interpreted as that person assuming the responsibility for the long-term
performance of the footing system.
The recommendations contained in this report have not taken into consideration the long-term
effects of any previous, current or potential subsurface work by mining companies or
potential slope instability problems. At the time of writing this report neither our client (nor
his agent) nor the local authority had made the author aware that these problems may be
affecting this allotment. If a mining subsidence or slope stability assessment is required for
this allotment, the recommendations of a suitably qualified geotechnical engineer should be
sought.
