State and Local Government Ecological Assessment
Noosa Civic Expansion

7                  Conclusion
The proposed expansion of the Noosa Civic Expansion will result in the clearing of approximately 7.5ha (of
which ~7.2ha is offsetable) of vegetated land incorporating:
> regrowth vegetation supporting occasional remnant trees;
> approximately 3,118 koala habitat trees within the 7.2ha of Medium Value Bushland and Medium Value
  Rehabilitation Koala Habitat;
> habitat for a diversity of species. With the exception of the koala there are no species scheduled as
  threatened under the EPBC Act or NC(W)R confirmed in the area;
> approximately 0.02ha of potential Wallum Froglet and Wallum Sedgefrog habitat; and
> potential habitat for the NC(W)R ‘Vulnerable’ Elf Skink (Eroticoscincus graciloides).
The development is also located adjacent to an existing covenant area that largely aligns with an area
identified as OS7 in the ‘Noosaville Locality Plan’ of the Planning Scheme. While the development largely
avoids, retains and manages this area, the proposal incorporates a minor crossing in order to provide a
pedestrian link with Noosa Civic.
The proposed development responds to Local and State statutory requirements by:
> maximising tree retention within the covenant and committing to the ongoing management of this area;
> managing downstream impacts through integration of stormwater management devices;
> minimising impacts during construction through sequential clearing under the supervision of a spotter
  catcher;
> improving downstream connectivity integrating a dry fauna underpass under Hofmann Drive;
> complying with the specific outcomes of the Noosa Biodiversity Overlay Code (Appendix S); and
> providing an offset for the clearing of koala habitat trees in accordance with the Queensland
  Environmental Offset Policy 2014. Offsetting koala habitat trees will also act to offset the impacts of
  clearing on other MSES.
