Dear Kerri

RE: Application for Noosa Civic (Stage 3) — Peer Review Advice

Introduction

| provide this letter of further advice pursuant to the Information Response material you have sent to us to
undertake a peer review assessment as to the merits of the proposed Noosa Civic Stage 3 Development
Application at 28 Eenie Creek Road, Noosaville (described as Lot 2 on SP182880).

To date, development of a 24,000m? retail shopping mall (Noosa Civic Stage 1) has been completed and
operating since October 2006, together with some 7,200m? of showrooms, a service station and commercial
office space. Council has received several planning application over other parts of the Noosa Shire Business
Centre, including the recent approval of the Noosa Civic Business Park Stage 2 (some 7,700m? of commercial
office space), as well as approval for the ‘Noosa Lifestyle Centre’ (understood to have also been recently
approved by Council for some 7,600m? of retail showrooms and some 5,200m? of first floor commercial office
space).

Currently, there is a tension between the intent of the Planning Scheme to retain future Shire Business Centre
lands for knowledge-based industries, compared to developer interest in developing additional retail facilities. A
review of the forwarded material indicates that the Applicant still proposes to develop Noosa Civic Stage 3
similar to that originally applied for (including some 30,000m? of retail space and some 5,000m? of commercial
bffice space). This is set to more than double the level of retail activities already situated at the Shire Business
