Operational Decision-Making & Staged Investment Strategy
Summary
Detailed below is the proposed staged framework to guide operational decision-making, investment prioritisation, and site development at the Noosa Botanic Gardens.
The strategy responds to current site constraints and opportunities by sequencing works across three defined stages to ensure:
• Immediate risks are addressed
• Foundational infrastructure and planning are established
• Visitor experience and activation are progressively enhanced
• Long-term capital investment is strategic and sustainable
The three stages are:
• Stage 1 (Years 1–2): Enablement & Risk Management
• Stage 2 (Years 3–5): Consolidation & Experience Upgrade
• Stage 3 (Years 6+): Destination Maturity & Major Infrastructure
Each stage is dependent on the successful delivery of the previous stage and aligns with Council priorities including safety, accessibility, financial responsibility, and community benefit.
