Dear Sir/Madam,
Information Request
Planning Act 2016
I refer to your application and advise that Council requires further information to satisfactorily assess the proposal.
application details
Application No.	MCU21/0170
Street Address:	183 Weyba Rd Noosaville Qld 4566
Real Property Description:	Lot 8 RP 113358
Planning Scheme:	Noosa Plan 2020 (25 September 2020)
INFORMATION REQUIRED
The information requested is set out below:
Issue – Site Cover
Performance Outcome PO10 of the Medium Density Residential Zone Code seeks site cover of development does not exceed 40% of the site area. A site cover calculation was not submitted with the proposal and the proposed plans indicate a site cover of 46%. The proposal therefore does not comply with PO10 and is not supported by Council.
Information Required
Please provide amended plans which show a 40% site cover and therefore compliance with PO10.
Issue – Plot Ratio
Performance Outcome PO11 of the Medium Density Residential Zone Code seeks plot ratio of development does not exceed 0.4:1.
The submitted plans detail a plot ratio of 0.43:1. The planning report which states that the proposal is located, designed and managed to be compatible with surrounding uses and therefore complies with the overall outcomes of the Medium Density Residential Zone code.
This position is not supported as the proposal does not maintain a low scale character, most notably with the buildings to the west and south of the subject site.
As such, a plot ratio over 0.4:1 is not supported by Council.
Information Required
Please provide amended plans which show a plot ratio of 0.4:1 and compliance with Performance Outcome PO10.
Issue – Building Height
The proposed plans do not include RL levels which indicate the maximum building height or natural ground level. As such, the maximum building height of the proposal cannot be verified.
Information Required
Please provide amended plans that include RL levels showing the maximum building height and natural ground level.
Provide a copy of the survey plan which has informed site levels/RL’s.
Issue – Eaves
Acceptable Outcome AO19.1 of the Medium Density Residential Zone Code requires the main roof of the building has a minimum 600 millimetre eaves to at least 75% of the perimeter of the building. The proposed plans show eaves on the northern and southern sides of the building which do not equal at least 75% of the building. As such, the proposal does not comply with AO19.1
Information Required
Please provide amended plans which show a minimum 600 millimetre eave to at least 75% of the perimeter of the building.
Issue – Design
Acceptable Outcome AO14.1 of the Medium Density Residential Zone Code seeks development provides visual interest to the street and surrounding areas through:
Highlighting individual dwellings and land uses;
An asymmetrical design presentation to the street;
Offsetting or staggering dwellings to provide variation in the frontage;
Varying the roof form
It is noted that there are minor variations in colours and materials, however there needs to be a greater degree of variation between the dwellings resulting in an asymmetrical façade.
Information Required
Please provide amended plans which show a greater degree of variation between the dwellings.
Issue – Sustainable Building Design Code
Acceptable Outcome AO8.1 of the Sustainable Building Design code seeks that development provides a detailed assessment including supporting documents, demonstrating the means by which the design meets PO8.
Information Required
Please address Acceptable Outcome AO8.1 of the Sustainable Building Design code.

Issue – Onsite Manoeuvring
On the submitted vehicle manoeuvring plan, the swept paths of both vehicles appear to potentially conflict with the adjacent parking space in each garage. In addition, the rear of the vehicles for both swept paths, conflict with the landscaping in the front gardens. Council has concerns manoeuvrability may be limited once the landscaping in the front garden reaches a mature height.
Information Required
Please demonstrate the design vehicle can still manoeuvre onsite and leave in a forward gear with a second vehicle in each garage and without encroaching into the front landscaping or alternatively reposition the footprint of the dwelling to allow more space for manoeuvring at the front.
Issue – Stormwater Management Plan
The submitted Stormwater Management Report only addresses water quality. Filling of the site has the potential to impact on existing overland flow paths and create additional ponding and/or diversion of overland flow paths onto adjoining properties.
Information Required
Please demonstrate the development and filling of the site will not create off-site stormwater impacts (ponding or diversion of overland flow paths onto adjoining properties) and/or include appropriate stormwater drainage infrastructure to convey stormwater from adjoining properties, through the site and to the lawful point of discharge.
Issue - Earthworks
The proposed works include fill to the site however no plans have been submitted that provide any detail of these works. The submitted acid sulfate soil report only provides an analysis of the soil characteristics.
Information Required
Please provide a preliminary earthworks plan that indicates the volume of fill required for the site and where necessary (if fill volume triggers the requirement against the Acid Sulfate Soil Overlay Code), provide an Acid Sulfate Soil Management Plan prepared by an RPEQ that provides recommendations to address the potential risks associated with the fill works.
Issue – Footpath Width
The submitted plan only indicates a small portion of the footpath being replaced at the existing width. The current Noosa Planning Scheme and Councils standard drawings require footpaths along Distributor roads to be at a width of 3.0m desirable or 2.0m minimum.
Information Required
With existing features restricting the width of the verge area available for a 3.0m wide footpath, please amend the engineering plan/s to include a 2.0m wide footpath across the frontage of the development.
due date for response to information request
