1. Introduction
This report is in response to a request by Maroolingar Pty Ltd ATF Twenty20 Unit Trust for an
environmental noise assessment of a proposed light industrial development to be located at 3 Taylor
Court, Cooroy. To facilitate the assessment, unattended noise monitoring was conducted to
determine the criteria for onsite activities with the potential to impact sensitive receivers. Based on
the outcomes of the assessment, recommendations for acoustic treatments are specified.
2. Site Description
2.1 Site Location
The site is described by the following:
3 Taylor Court, Cooroy
Lot 4 on SP324340
Refer to Figure 1 for site location.

Page 5
A comprehensive site survey was conducted on the 29th March 2022 and identified the following:
a) The site is currently vacant and is located within a Low Impact Industry zone.
b) Vacant land is located adjacent the northern, eastern and southern site boundaries.
c) Single storey industrial/commercial buildings are located adjacent the western site boundary.
d) The Bruce Highway is located approximately 125 meters to the north east.
e) The nearest residential land use is located approximately 300 metres from the site.
2.2 Proposal
The proposal is to construct an industrial warehouse development comprised of the following:
• Site area of 5,672m2
• Twelve industrial units with mezzanine offices.
• 39 car parking spaces.
• Unit 12 featuring an outdoor recreation area.
• Site access via Taylor Court.
Refer to the Appendices for development plans.
2.3 Acoustic Environment
The surrounding area is primarily affected by road traffic from the Bruce Highway and noise from
neighbouring industrial/commercial premises.
3. Equipment
The following equipment was used to record noise levels:
• 2 x Rion NL42 Environmental Noise Monitors
• BSWA Technology Co. Ltd Sound Calibrator
The environmental noise monitors hold current NATA Laboratory Certification and were field
calibrated before and after the monitoring period, with no significant drift from the reference signal
recorded.

4. Receivers and Noise Monitoring
4.1 Receiver Locations
The nearest sensitive receiver locations were identified as follows;
1. A single storey residential dwelling is located approximately 450m to the west at 73 Ferrells
Road.
2. A single storey residential dwelling is located approximately 400m to the southwest at 95
Ferrells Road.
3. The Bruce Highway separates the site from a single storey residential dwelling to the east at
9 Nandroya Road.
These locations were chosen as being representative of the nearest sensitive receivers to the
proposed development. Refer to Figure 2 for these locations.

4.1.1 Unattended Ambient Noise Monitoring Rion NL42 environmental noise monitors were placed at 79 Ferrells Road (Monitor 1) and onsite at 3 Taylor Court (Monitor 2) to measure the existing ambient noise levels. These locations were selected as they were considered representative of the nearest residential receivers. The monitors were located in free field positions with the microphones approximately 1.4 metres above ground surface level. The noise monitors were set to record noise levels between the 29th March and 5th April 2022. The environmental noise monitors were set to record noise levels in "A" Weighting, Fast response using 15-minute statistical intervals. Ambient noise monitoring was conducted generally in accordance with Australian Standard AS 1055:2018 Acoustics – Description and measurement of environmental noise. Refer to Figure 2 for noise monitoring locations. 2022123 R01C 3 Taylor Court Cooroy ENV.docx © Acoustic Works 2022 Page 7

5. Measured Noise Levels
The following tables present the measured ambient noise levels from the unattended noise surveys
and meteorological conditions. Any periods of inclement weather or extraneous noise were omitted
from the measured data prior to determining the results.
5.1 Meteorological Conditions
Meteorological observations during the unattended noise monitoring survey were obtained from the
Bureau of Meteorology website (http://www.bom.gov.au/climate/data), shown in Table 1 below.

6. Noise Criteria
6.1 Environmental Noise Criteria
To ensure a reasonable acoustic amenity is maintained, we recommend environmental noise be
assessed in accordance with the Environmental Protection (Noise) Policy 2008, as follows:
6.1.1 Acoustic Quality Objectives
Table 4 presents the acoustic quality objectives at noise sensitive receptors as detailed in Schedule
1 of the EPP (Noise) 2008.

6.1.2 Background Creep
The Background Creep criteria are as follows;
Time-varying noise:
LAeq,adj,T, ≤ Ambient LA90,T + 5dB(A)
Steady-state noise:
LA90,T ≤ Ambient LA90,T
The time period (T) is a time interval of at least 15 minutes, or if the noise continues for less than
15 minutes, the duration of the noise source.
Based on the results of ambient noise monitoring, the project specific background creep noise limits
are shown in Table 5.

7. Environmental Assessment
7.1 Onsite Activities
Noise associated with onsite activities has been assessed based on previous measurements of similar
activities. The calculations assume that the nominated activities are located at the closest
representative point within the development site to each receiver location. Any relevant shielding or
building transmission loss is taken into account for these activities.
7.1.1 Acoustic Quality Objectives
The average maximum noise source levels and predicted impacts at the receiver locations are shown
in Table 6. Note: LA10 and LA1 results are not shown in cases where the total duration of the events
is less than the minimum time required e.g. L A10(1hr) requires noise events to occur for at least 360
seconds of an hour long period. LAeq results are not shown where the calculated total is less than
0dBA.
