EXECUTIVE SUMMARY
Council is preparing a new planning scheme for Noosa Shire and it is expected to be finalised in
2019. In the meantime, The Noosa Plan 2006 needs to operate successfully until the new plan
has effect. Staff are aware of the need to undertake amendments to The Noosa Plan 2006 to
continue to deliver the policy outcomes intended by Council.

This report proposes three types of amendments. The first is to facilitate the outcomes intended
by earlier amendments to introduce secondary dwellings. The second type of amendments are to
correct some minor errors and inconsistencies. The final amendments relate to making some
minor adjustments to the advertising devices code as a consequence of the alignment
amendment process. That process involved many changes to align with terminology and
processes under the new Planning Act 2016.

RECOMMENDATION
That Council note the report by the Planning Scheme Project Manager to the Planning &
Environment Committee Meeting dated 7 November 2017 and:
A.                       Resolve under section 18 of the Planning Act 2016 to amend The Noosa Plan 2006 by
                         introducing new provisions for Multiple Housing Type 2 Duplex and correcting minor errors
                         and inconsistencies in accordance with Attachment 1 of the report; and
B.                       Authorise the Chief Executive Officer to:
                         1.   Forward the proposed amendments to the Minister for state interest review;
                         2.   Undertake public consultation and review submissions; and
                         3.   Subject to submissions not raising material issues, adopt the proposed amendments
                              and place a public notice in the government gazette.
C.                       Resolve to amend The Noosa Plan 2006 under the Alignment Amendment Rules made by
                         the Planning Minister under section 293 of the Planning Act 2016, as outlined in
                         Attachment 2 of the report and authorise the Chief Executive Officer to effect the
                         amendments.
