2. SUBJECT LAND AND CLEARING 2.1 Study Area Gondwana Ecology Group has been requested to undertake an ecological assessment of the land at 28 Eenie Creek Road, Noosaville (the subject land). The subject land is formally identified as Lot 3 on SP 246584. The subject land area comprises some 32ha and aerial photograph identifying the area is provided as Figure 1. The western portion of the subject land is developed as the Noosa Civic Centre and ancillary infrastructure. The balance vegetated land to the east is the subject of the application. The subject land is zoned as Shire Business Centre with some areas as Conservation Open Space. 2.2 Approved Development & Clearing Impact Area The proposed development seeks to reconfigure the subject land to create 25 allotments, new road and environmental covenants in accordance with the proposal plan (Figure 2). It is intended to make the land development ready with the provision of necessary infrastructure and clear of vegetation. The vegetation clearing is to be undertaken in stages to minimise the impact upon native fauna”. In reviewing the previous reports, supplemented with their own site investigations, Natural Solutions concluded that the vegetation covering the area proposed for development of Stage 3 was a non- remnant secondary community. The area was cleared in the 1970s and had also been regularly disturbed by fire. Despite these significant disturbances there was limited weed incursion. An aerial photograph (1979) with the RAL overlay is provided in Figure 3. For the purposes of the flora survey, select boundary co-ordinates for the site (clearing impact area) as per Table 1 (refer also Figure 1 for location of areas) Table 1. Existing development, including four lane roads, electricity easements, industrial, retail and residential development surround the area to be cleared. As such the flora survey area is generally restricted to the clearing area with the exception of the area in the south/southwest. 2.3 Clearing & Timing Clearing is proposed for the subject land in accordance with Council’s approval. As per the Guidelines, clearing is to occur within 24 months from the date of submission of this survey report (i.e. by April 2021). 4
