Noosa Civic Expansion
28 Eenie Creek Road, Noosaville and parts of the road reserves of Hofmann Drive and Walter Hay Drive
Approval is sought for an undefined use, being temporary markets. A definition was proposed in
the town planning report that accompanied the development application as a way of accurately
describing the nature of the use that is proposed as part of the development proposal. Approval
is being sought for the use to provide the Applicant with future flexibility in providing a varied retail
offer to the community. The market is proposed to operate in the northern at-grade car park. The
car park has an area of approximately 4,500m2. Part of the area is covered with shade sails. The
remainder is unenclosed. This area has been selected as it is adjacent to the proposed civic
precinct. The hours of operation have not yet been determined. It is likely that the market will be
operated to avoid periods of high activity within the centre (e.g. Thursday evening or Saturday
morning peak periods), in order to minimise potential impacts on car parking supply. The market
may also operate outside of the main trading hours of the centre. In any event it will be subject
to an operational management plan prepared by the Applicant as part of its centre operations.
That plan will include a section on traffic management and outline how access to the northern car
park will be restricted during market operation in a way that does not adversely affect the
operation of the internal and external road network or give rise to the potential for conflicts
between vehicles and pedestrians.
Refer to Appendix D – Traffic and Transport Response for further details in relation to the
temporary market and Open space (Type 1 Sport & recreation) uses.
The Applicant is not seeking approval for a telecommunications tower, defined by The Noosa
Plan as Service and utility (Type 3 Tower). There is no reference in the town planning report,
owner’s consent, IDAS forms, architectural drawings or covering letter to a telecommunications
tower.
