regions. DDSs are benchmarked to Brisbane levels, while supermarkets are benchmarked to
            Non-Metro Queensland levels.

            Information Required:
23 Provide benchmarking analysis for major retailers (i.e. supermarkets and DDSs)
where provision is benchmarked to consistent regions (refer to Tables 7.1 and 7.2 of
the Urbis report). We would also recommend that floor space provision for major
retailers be benchmarked to Queensland levels, in addition to the regional
benchmarks Urbis choose to consistently adopt.”
            RESPONSE
The benchmarks for DDS and supermarket floor space provision have been updated by Urbis to
Queensland levels. Please refer to Appendix B – Retail Needs Response for the updated
            tables.
The Queensland provision for DDSs equates to 175m2/1,000 residents. The Brisbane average
is 186m2/1,000 residents. The notional floor space deficiency for DDSs using the Queensland
level is therefore reduced from 9,880/m2 to 8,830/m2 in 2031.
The Queensland provision for supermarkets is 373m2/1,000 residents (compared to 370m2/1,000
residents for non-metropolitan areas), resulting in a minor increase in the notional floor space
            deficiency from 10,590/m2 to 10,870/m2 in 2031.
It is Urbis’ view that the change in provision and derived floor space deficiency is relatively minor.
Moreover, adopting the Brisbane benchmark rather than the Queensland level, is more
appropriate for an urbanised region such as the Sunshine Coast. Consequently, the analysis
contained in the Retail Needs Assessment submitted with the application material at lodgement
remains valid and appropriate in the circumstances.

3.12 Retail Floor Space Deficit
“The Retail Needs Assessment estimates a 2014 retail floor space deficit within the identified
trade areas. The analysis indicates the deficit will increase to 2021 but does not appear to
consider the potential for existing approvals to address some of the projected deficit.

            Information Required:
24 Clarify whether the retail floor space supply reported in Table 7.4 and 7.5 of their retail
needs assessment takes into consideration the supply augmentation made possible
                 by existing approvals.”
            RESPONSE
Please refer to Appendix B – Retail Needs Response.
The Retail Needs Assessment considered future demand for retail floor space using two different
methods. Adopting the highest percentage demand, the proposed development will only account
for approximately 20% of the deficiency in retail floor space within the trade area. That is, there
will still be a significant level of unsatisfied demand within the trade area, and a continuation of
the high level of escape spending. As a consequence, it is highly unlikely that the proposed
development will affect or compromise the existing approvals identified and discussed in the
Retail Needs Assessment. Specifically, it has been identified that the Peregian Village Market
and Noosa Fair expansions will only account for approximately 1.6% of the retail floor space
deficiency in 2021. Masters Home Improvement is not expected to be affected because it
operates in a different market. Sunshine Plaza is part of the Maroochydore PRAC, the highest
order activity centre on the Sunshine Coast, with a substantial trade area population and tourist
market drawing more broadly than the Noosa trade area.
