BIRD LANDSCAPE DESIGN Landscape Architecture, Urban Design, Land Planning 3 Vector Place, Little Mountain, QLD 4551 Australia M: 0477 055 222 E: [email protected] W: www.birdgolfdesign.com ABN: 34 845 074 814 27 October 2021 Noosa Council Attention: Diogo Carrico PO Box 141 Tewantin QLD 4565 Re: OPW21/0275 MCU18/0028.01 Dear Diogo, We take this opportunity to respond to Noosa Council’s 22.10.21 Information Request for OPW21/0275 MCU18/0028.01 with regards to Landscape Architectural items with the exception of Issue 6 which will be handled by the project’s Town Planner. Issue 3 Condition 13 (MCU18/0028.01) details that understory planting must grow to a minimumheight of 2 metres. The following plants were identified within the submitted LP1 Planting Plan - Ground Floor within the area between the front fence and the front property boundary, however the proposed plan and plants do not meet the height requirements or provide a densescreen as required under Condition 13 (MCU18/0028.01). - Understory and Groundcover species that do not appear to meet the height: o Macrozamia lucida 'Pineapple Zamia' o Baloskion tetraphylla -Tassel Cord Rush o Evolvulus pilosus o Rosemarinus officianallis 'Prostratus' - Prostrate Rosemary o Heliconia stricta 'Jamaican Dwarf o Heliconia 'Red Christmas' o Cissus rhombifolia 'Ellen Danica' MCU18/0028.01 Condition 13. The area of land between the front fence and the front propertyboundary must be densely landscaped to screen the fence from the street and must include aminimum of 1 feature tree each side of the round wall (a minimum of 2 feature trees). Response The design has been modified to now have 2m+ high native shrubs and groundcovers on the street side of the front boundary retaining wall, south of Unit One’s proposed pool. However, trees cannot be located in the front garden due to the proximity of the proposed retaining walls and their respective footings (refer to architectural and structural engineer’s plans respectively), existing water service main within 1m of the front boundary and two new service connects and stormwater carry-off pipes to the existing kerb. Refer to resubmitted Bird Landscape Design’s Issue B Landscape Plan Package for more information. The Heliconias and Cissus are on the other side (pool side) of the front retaining wall/fencing – not within public view per se. Issue 4 MCU18/0028.01 Condition 13 details a minimum of 1 ‘feature tree’ each side of the round wall(a minimum of 2 feature trees). There are no trees included between the front fence and frontof property each side of the round wall. Two Macrozamia lucida 'Pineapple Zamia' are located each side of the curved wall within the LP1 Planting Plan - Ground Floor however these growto approximately 1m and are identified within the submitted landscaping plans as a ‘shrub’. Response Trees cannot be located in the front garden due to the proximity of the proposed retaining walls and their respective footings (refer to architectural and structural engineer’s plans respectively), existing water service main within 1m of the front boundary and two new service connects and stormwater carry- off pipes to the existing kerb. Trees are required to be 1m away from Unity Water lines and according to Noosa Plan Landscaping Code 9.4.5 AO12.5, 2m away from underground services and utilities.

Issue 5
Condition 18 (MCU18/0028.01) details that the landscaping works must be undertaken in accordance
with Planning Scheme Policy PSP 3 – Landscaping Plants and Guidelines. Plantspecies included
within the submitted LP1 Planting Plan - Ground Floor and LP2 Planting Plan
– First Floor do not meet the preferred plant species listed in PSP 3 with some also not beingAustralian
natives for example; Licuala grandis, Plumeria obtuse, Chamaedorea cataractarum, Heliconia stricta
'Jamaican Dwarf' etc.
Response
BLD Issue B Planting Plan nominates 460 plants to be installed. Of those, 412 (89%) are natives. The
Noosa Plan 2020 9.4.5 Landscaping Code Species Selection Performance Outcome 10 does not
quantify overall percentages of natives or ornamental plant species to be used in a landscape design.
Acceptable Outcome 10.2(a) allows less than 25% exotics can be used around pools. The re-
designed Issue B plan has 23% exotics (non-native ornamentals plants) around Unit 1’s pool and 11%
around Unit 2’s pool.
PSP03 has relevance predominately to natural areas such as undeveloped open space and
revegetation, where nominated plants will thrive and have an excellent opportunity to self-seed and
replicate, and is not necessarily always practical in an urban context such as our site. PSP3.5.
mentions ‘Preferred Plant Species’ and PSP3.5.1 states “Essentially, other species may be utilised in
landscape plans however evidence that they are of local origin should be provided.” – Refer to BLD
Issue B, Sheet LD2 Plant Schedule for notes regarding which nominated plants are native. The
majority of the tree and shrub selections are from PSP03 plus others from the Queensland
Governments Vegetation Management Pre-clear mapping Regional Ecosystems 12.3.4 and 12.3.5
Plant Lists.
Our site has many tight, constrained and high-profile spaces. Plants selected for our design were
selected for their longevity, proven performance, visual impact (i.e. pool areas) plus their ability scale
their respective spaces. Many of the shrubs and groundcovers nominated in PSP03 are not long-
lived, nor appropriate for planting proximity to pools due to litter drop and stamen drop which can clog
pool filters. Plants were also selected to integrate with selected PSP03 plants to form a cohesive and
integrated design outcome with rich and layered planting, varying flower types, leaf textures and
sizes.
All non-native plants are contained within the private open spaces of the units. Gardens along the
road frontage, visible to the public, contain all native plants. There are no designated undesirable
plant species nominated on the plans.
Issue 7
Condition 18a (MCU18/0028.01) requires trees to be included which grow to a minimum heightof 6m at
maturity and provided at 3m centres and minimum 200mm pot size. The MCU approved plans
(Drawing number 01 TP02 – approved 28/09/2018) identifies more trees than what is proposed in the
submitted landscape plans. In addition the height of these trees do not meet the required 6m at
maturity.
Information Required
7. Amend the submitted landscape plans to include additional trees as detailed on the MCU
approved plans (Drawing number 01 TP02 – approved 28/09/2018) that grow to a minimum of
6m at maturity. As detailed above (Information Request #3) some of the identified trees are
non-natives and do not meet the Noosa Plan 2020 requirements therefore review the species
and substitute.
Response
The MCU Condition of planting trees at 3m centres is not practical nor best practice. Along the site’s
eastern and western boundaries there are proposed stormwater pipes which we cannot plant trees
within 1m of and the majority of the garden beds are 1m or less in width – to narrow for trees. There is
also an existing sewer line running through the site, east to west in the rear of the site (as nominated
on our plans). Unity Water does not allow trees to be planted within 1.5m of sewers and trees need to

be 2m away from underground services and utilities according to the Noosa Landscaping Code 9.4.5
AO12.5.
The amended Issue B Plans have all native trees that will attain 6m+ in height (excluding street trees).
Trees were located in Issue A and are located in Issue B in accordance with the MCU approval with
respect to required Unity Water setbacks and site service locations.
Issue 8
There are inconsistencies between the legend and the plan on the Landscape Operational Works
Package LP1 and LP2. For example the two ‘street trees’ identifier on the legend of LP1 is a circle
with a dark spot in the middle however the two street trees identified have a circle with a large cross.
This is providing confusion between what is trees, shrubs and streettrees on the plan.
Information Required
8. Correct the landscaping plans to remove the inconsistencies between the legend and what is
detailed on the plan to allow for clear understanding of the differences betweenshrubs, trees
and street trees in particular.
Response
CAD drafting line weight Issue resolved, refer to Issue B plan set.
Issue 9
From aerial mapping a number of large trees are currently on the lot. Condition 19 (MCU18/0028.01)
details requirements for retained trees however no information has been provided stating if any trees
are to be retained.
Information Required
9. Provide detail (location, species, height etc.) on any trees to be retained.
Response
No existing trees are retained.
Issue 10
A Eucalyptus is located on council land at the frontage of the property that is within theproposed
location of the driveway. Is this tree proposed to be removed?
Information Required
10. Amend the landscaping plans to include a third street tree of the same species provided.
Response
This tree is to be removed to allow for the proposed driveway. There is not enough available space
within the site’s road reserve frontage to allow for an additional tree due to setbacks from proposed
concrete driveway, stormwater carry-off pipes to kerbs, vehicular sight lines, 1m underground setback
to existing Telstra line, 1m water line setback to existing Unity Water main, and proposed required
footpath.
We trust this is in order. If you have any questions, please do not hesitate to call.
Yours truly,
