4.0 MATTERS OF STATE ENVIRONMENTAL SIGNIFICANCE
(MSES)
Under the State Environmental Offsets Act 2014 (Offsets Act), if a prescribed activity will, or
is likely to have a Significant Residual Impact (SRI) on a Matter of State Environmental
Significance (MSES), an environmental offset condition may be imposed under certain
Queensland legislation.
An SRI is defined under the Offsets Act, section 8 and includes:
“An adverse impact, whether direct or indirect, of a prescribed activity on all or part of
a prescribed environmental matter that:
a) remains, or will or is likely to remain, (whether temporarily or permanently)
despite on-site avoidance and mitigation measures for the prescribed activity;
and
b) is, or will or is likely to be, significant.” (QLD Government, 2020).
The Queensland Environmental Offsets Policy - Significant Residual Impact Guideline (QLD
Gov, 2014) and Significant Residual Impact Guideline (for MSES and prescribed activities
assessable under SPA) (DSDIP, 2014) outline criteria for determining when an impact on
prescribed environmental matters (i.e., Matters of State Environmental Significance) may be
significant and an offset should be considered. (Refer Appendix A and B).
4.1 Relevant MSES – Noosa Landfill Impact Area
The results of Queensland Government online environmental report for WildNET records
(DES 2022) (Appendix C), MSES (DES 2022) (Appendix D), and the results of ecological
surveys conducted by Native Foresters in 2019 to 2023, confirm the presence of the following
MSES within the proposed Noosa Landfill Expansion impact area:
(i) Regulated Vegetation
o One Endangered Regional Ecosystem (RE 12.5.3) - Eucalyptus racemosa
subsp. racemosa woodland on remnant Tertiary surfaces occurs around the
periphery of the proposed clearing area.
o Essential habitat is mapped over the impact area within Lot 77 (Refer Table 3).
(ii) Threatened (Endangered or Vulnerable) Wildlife –
o EVNT species have been located within the impact area by Native Foresters
during 2019 to 2023 surveys:
• Swamp crayfish (Tenuibranchiurus glypticus) – Endangered,
• Wallum froglet (Crinia tinnula) – Vulnerable, and
• Wallum rocketfrog (Litoria freycineti) – Vulnerable.
