7. Organisational Establishment


Although not a statutory requirement, it is good management practice for Council to review its
corporate structure and organisational establishment each year at the time it adopts its Budget. This
ensures that resources are allocated within the budget and that there is alignment with the priorities
and objectives of Council’s Operational Plan, Capital Program, and standards of service delivery.


The last review of the organisational structure was reported to the Council General Meeting on 20
January 2025 and Council subsequently approved an increase in the permanent establishment at
its Ordinary Meeting on 23 January 2025.


Full-Time Equivalent (FTE) is a metric used to measure the total number of equivalent full-time
employees at Noosa Council. It enables the analysis and comparison of the workforce size and
productivity, labour cost analysis, workforce planning and budgeting.


The 2025-26 Budget proposes an increase of 2.6 permanent FTE bringing Council’s total permanent
establishment to 451.81 FTE. These positions are intended to enhance Council’s capacity to deliver
services efficiently and responsively. The additional positions will support improved customer
service, strengthen service delivery, and allow for more effective allocation of resources across the
organisation.

An additional 6.1 FTE temporary positions, which have fixed term appointments, have been
proposed. These positions include project officers to support the delivery of Council’s capital
program, relief positions to provide capacity to the civil operations branch, trainees and grant funded
project officers.

A summary of the movements in Council's establishment since the previous year's budget is outlined
in the table below.

department.
