    INTRODUCTION

What are Council Services?

Services are the products, services and engagements undertaken by the different areas of council
that deliver outputs (and / or) outcomes for our customers, stakeholders, and the community.

To define these services and outputs, Noosa Council has developed as catalogue of service profiles.

Why Develop Service Profiles?

Council’s approach to service performance is undertaken in line with Council’s long-term vision for
Noosa Shire as outlined in the Corporate Plan, the community’s aspirations and goals or needs and
the responsible management of the shire’s resources. They describe how we will deliver services to
achieve our Operational Plan and strategic objectives, and assist in:

•    Providing an understanding of the purpose, scope and desired outcomes of Council’s services.
•    Informing sustainable financial planning of Council’s budget and capital works program relative
     to supporting Council’s service provision.
•    Ensuring services meet the requirements of relevant Federal and State Government legislation,
     regulations, and frameworks, and are delivered consistent with Council policies.
•    Articulating the level of community need and standards for the service being delivered.
•    Identifying service provision drivers, dependencies, trends, or other changes to ensure services
     continue to meet Council, community, and organisational need, and understanding the
     implications these have on both current and future service delivery.
•    Understanding the true cost, resources utilised and benefits of delivering services.
•    Support decision making with regards to the range, intent and scope of services that Council
     provides.
•
     Monitoring service delivery levels and performance through the annual review of services and
     performance measures with a focus on the efficiency, effectiveness, and quality of the service
     delivery model.

It is important to note that these documents represent an exercise of continual improvement. As
Council matures its Corporate Plan, reporting, systems, data collection and measurement, it in turn
enables the provision of enhanced information on its service profiles.

Council’s Services Catalogued for the 2025-26 Budget

The Service Catalogue currently lists 36 Service Profiles, for both external and internal services:

•    External services are those services which deliver specific outcomes to customers, stakeholders,
     and the community (e.g. Aged and Disability Support, Development Services and Economic
     Development.
•    Internal services are those of a more corporate nature that enable the delivery of external
     services (e.g. Procurement, Governance, Financial & Revenue Services).

While the focus in the delivery of services is on external services to the community it is also important
that internal services are adequately resourced and profiled to ensure there is sufficient
organisational capacity to support the external services.
