 SERVICE AREA – TRAFFIC & TRANSPORT (TRAFFIC MANAGEMENT &
 OPERATIONS)

 Summary

Objective: Provision of an efficient and safe transport network, including facilities and programs that support active
transport and public transport.

Activities: Activities include analysis and investigations of traffic issues relating to pedestrians, cyclists, vehicular
traffic and freight and the implementation of measures to improve road safety and management of traffic together with
programs and initiatives aimed at reducing traffic and parking congestion and increased uptake in sustainable
transport modes.

 Legislative Responsibility     Under the Land Act 1994 local government is trustee of road reserve and has
                                responsibility to manage use of reserves.
                                Transport Operations (Road Use Management) Act 1995
                                Under the Transport Operations Act road authorities are responsible for providing
                                an effective and efficient management of the road network.

                                Heavy Vehicle National Law 2012 and Heavy Vehicle National Law (QLD 2021)

 Service Delivery Model         Most services are internally provided and managed other than for some contract
                                services such as signalised intersection maintenance and video intersection
                                counts.
                                At times due to workload and resource restriction it is necessary to manage the
                                outsourcing of some services, which may include:
                                • Traffic engineering assessment of Events,
                                • Traffic data collection by third party when Council’s Asset Management team
                                     is unavailable,
                                • Road Safety Audits,
                                • Traffic Noise Assessments,
                                • Graphic design work to support traffic and transport programs.
