EXECUTIVE SUMMARY
Council is proposing to amend Subordinate Local Law No. 5 (Parking) 2015 (Subordinate Local Law)
to increase penalties under Schedule 3 for certain minor traffic offences. Fine amounts for these
offences are determined based on penalty units. A penalty unit is a set amount of money that is used
to work out the value of each fine and is calculated by multiplying the value of one penalty unit by
the number of penalty units for the offence. The current penalty amounts for minor traffic offences
in Noosa are set out in Schedule 3 of the Subordinate Local Law. The value of a penalty unit in
Queensland is set by the Queensland Government and will be $166.90 for the 2025/26 financial
year. The value of a penalty unit is reviewed by the State government annually.

RECOMMENDATION
That Council note the report by the Director Development and Regulation to the Special Meeting
dated 30 June 2025 and
A. Propose to make Parking (Amendment) Subordinate Local Law (No. 1) 2025; and
B. Commence community consultation with the intent of amending the Noosa Shire Council
   Subordinate Local Law No. 5 (Parking) 2015 Schedule Infringement notice penalty amounts for
   certain minor traffic offences, by omitting the table of infringement notice penalty amounts (refer
   Attachment 1) and substituting it for the following table:
