Under the local law making process (Attachment 2), which Council has adopted by resolution under
the Local Government Act 2009, section 29, Council is obliged to consult with the public about
Council’s proposal to make the amending subordinate local law. Notice about the public consultation
will be published in a newspaper circulating in Council’s local government area inviting the public to
make written submissions in support of, or objecting to, the proposed amending subordinate local
law for a 21 day period.

During the public consultation process, Council is obliged to accept and consider all submissions
properly made to Council about the proposed amending subordinate local law. A report will be
presented to Council after the end of the public consultation period at which time Council will be
obliged to decide whether to proceed with the making of the proposed amending subordinate local
law as advertised, with amendments, or not at all.

Review of Anti-competitive Provisions
Council has considered the issue of the inclusion of anti-competitive provisions in the proposed
amending subordinate local law. The proposed amending subordinate local law does not contain
any anti-competitive provisions (Attachment 3).
