Table 1: Carparking Requirements
As 20 parking spaces are currently provided across the subject site, there is no shortfall of parking spaces when
compared to the requirements set out by the Noosa Plan. Notwithstanding this, it is RG Strategic’s assertion
that there is scope for the dual use of parking spaces in this instance given the type of land-uses provided
across the subject site and the fact that they experience different peak periods of operation.
For instance, discussions with the applicant have confirmed that one the industrial tenancies typically operate
between 7.30am and 4pm Monday to Friday and the others from 8.00am – 5.00pm whereas the personal
training studio for group classes operates 5:00 - 9:30am and 5:30 - 8pm Monday to Friday and 6:00 – 9:00am
on a Saturday.
Consequently, it is only for a 2½ hour period every weekday morning (i.e. 7 - 9:30am) that the parking demand
for the various land-uses may be in conflict.
It has been recognised by Council in its recent approval of MCU 16/0137 that a lessor rate required for
carparking for fitness centres is acceptable. This related to a centre which was more than 7 times larger in GFA
than this application with the potential for large scale classes along with individuals training on fitness
equipment.
Using the accepted methodology for MCU 16/0137 where it was accepted carparking at a rate of 1.5persons
per space would ultimately require this application to provide only 4 spaces as class sizes do not exceed 6
person. This would then demonstrate a carparking surplus on site.
This fitness centre being small scale and all classes and individual training being trainer with client will not see
the overlap of the site uses occurring.
To assess the suitability of the existing parking supply a parking demand survey was undertaken on Thursday
1 March 2018 between 5:00am and 8:00pm. To assess the impacts the parking area was broken up into Zone
A and Zone b, both of which contain 10 parking spaces each. Refer to Figure 2.
