EXECUTIVE SUMMARY
This application seeks to reconfigure an existing lot at Cooroibah into 8 rural residential lots. The
layout of the subdivision has been designed around the flooding and mapped environmental
constraints of the site with extensive flood areas and waterways/drainage lines proposed to be
covered with an environmental covenant and revegetated.
The application was originally considered at Council’s General Committee meeting dated 19 April
2022 due to flooding issues that affected the site and the Cooroibah community, as well as bushfire
management. A preliminary approval was recommended with conditions requiring further
information relating to an assessment of the risk and flood awareness for residents, alteration of
lot layout and further details about bushfire management. The application was considered at the
General Committee meeting however at the Ordinary Meeting dated 21 April 2022 the application
was subsequently held over at the request of the applicant.
The applicant has now provided a revised layout that includes the existing mapped koala
vegetation along McKinnon Drive in one lot and provides further information with regard to flooding
and bushfire management. The applicant also investigated the provision of an emergency access
to McKinnon Drive however SARA has advised that they do not support an emergency access as
there is no need.
The further information is considered to address the items raised in the preliminary approval and
the application is recommended for approval subject to conditions.

RECOMMENDATION
That Council note the report by the Development Planner to the Planning and Environment
Committee meeting of 7 June 2022 and:
A.    Approve the application and Issue a Development Approval in accordance with the following
      Conditions:
