SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 OCTOBER 2020
Previous Council Consideration
Nil.
Finance
The original contract included a provisional sum allowance based on a gravel path and scaffold
concept for a temporary path. The adjusted scope to improve the safety by constructing a fibre
reinforced concrete path did not include the cost to remove the pathway, hence any further works
to the temporary path are a variation to the contract.
It is acknowledged that Council has already committed to undertake a significant capital works
program of $35.3 million for the 2020/21 year, with the COVID-19 pandemic impacts restricting
Council’s availability to further increase the 2020/21 capital program. As such it is proposed that
as per current process the project funding will be referred to either budget review 2 or 3 to
determine if funding can be made available from other project savings or existing program timing.
The quoted cost of the recommended option 5 as detailed in the Table 1 are quoted costs and do
not include staff overhead or contingency costs. It is deemed that the Lump Sum quote has been
sufficiently scoped by Hutchinson Builders and reviewed by the external Superintendent to have
limited risk for additional variations, however the quote is expected to increase if a decision is
delayed further.
Risks & Opportunities
Risks and opportunities are identified and pros and cons in Table 1. The recommended option
