RE: MEDICAL CENTRE – HOFMANN DRIVE, NOOSAVILLE
TRAFFIC ENGINEERING RESPONSE TO NOOSA COUNCIL
INFORMATION REQUEST MCU19/0071 & RAL 19/0004
Lambert & Rehbein (SEQ) Pty Ltd has been commissioned by Ribarja Pty Ltd. to
undertake a Traffic Assessment of the proposed development of a Medical Centre
located on Hofmann Drive, Noosaville. The development site is formally described as
Lots 6/SP264847 & 7/SP264847.
Subsequent to the lodgement of the development application, the Noosa Council (NC)
has issued an Information Request (RFI) dated 28 February, 2019. This letter responds
to the relevant RFI items insofar as they relate to traffic engineering.
Information required
1. Demonstrate that access layout requirements can satisfactorily accommodate
regular entry to the site by an MRV (as defined by Australian Standard AS2890.2-
2002) at the Hofmann Drive access potentially straddling the through lane and the
left turn lane in Hofmann Drive, but staying on the correct side of the internal
roadway when entering that busy aisle within the site (predicted to carry peak hour
traffic flows in the order of 450vph in peak periods). Provide a swept path plan
using a HRV for entry from Hofmann Drive with the vehicle using the whole of the
existing northbound carriageway in Hofmann Drive and the whole of the internal
access roadway.
Lambert & Rehbein response:
It is understood that currently all service vehicles (MRV and HRV) access the site via the
southern access on Rene Street and can exit Hofmann Drive via left turn only or back
onto Rene Street.
The proposed design will not alter these operational practises/arrangements (i.e entering
from Rene Street and exiting via Hofmann Drive).
The proposed Hofmann Drive access has been designed to only allow vehicles smaller
than an MRV (i.e light vehicles and ambulance fleet) to enter the site. All service vehicles
(MRV and HRV) will be instructed to enter via Rene Street and exit via Rene Street or
Hofmann Drive as previously allowed by the existing access arrangements. Appropriate
traffic control signs will be erect to notify that heavy vehicles cannot use this access, with
the exception of ambulances.

2. Prepare a functional layout plan of the Hofmann Drive access demonstrating
details of the new left turn lane in Hofmann Drive, land dedication to accommodate
that left turn lane and Council’s standard verge/footpath. The left turn driveway
cross-over configuration must be consistent with IPWEA standard drawing RS-
051.
Lambert & Rehbein response:
Please find the functional layout plan (Drawing B18254-SK-001), attached.
Issue - Internal traffic layout details
Council has a number of concerns with the proposed carparking layout, whereby further
information and clarification is required.
Information required
3. Demonstrate adequate sight lines at the main site access intersection onto the
existing access easement, having regard for the potential for a fence along the
side boundary to the edge of the access easement. Identify proposed linemarking
to define operation of that intersection, having regard for car and service vehicle
turning path requirements should also be identified.
Lambert & Rehbein response:
Discussions with the neighbouring property owner revealed that it is unlikely that a fence
will be built under the current tenancy along the boundary line. But due to this potential,
sight lines were reviewed.
We propose a line marking strategy, as illustrated in Figure 1, to provide adequate sight
distance within the likely low speed environment (<10km/hr) of the internal aisle.
Figure -1 Proposed Line Marking

4. Demonstrate how vehicles will be able to turn around at the proposed dead end
aisles of the carpark if all parking spaces in those aisles are occupied.
Lambert & Rehbein response:
Car Park Layouts have been re-designed to include turning bays at each dead aisle.
Please refer to the attached ground floor plan (DA-21.20) and the basement floor plan
(DA-21.10).
5. Identify proposed linemarking and/or layout changes at the south-western corner
of the basement level carpark to clarify how the various movements at the
confusing junction would prioritised, and how it will operate in a satisfactory
manner.
Lambert & Rehbein response:
The Basement Car Park layout has been redesigned to address Council’s concerns.
Proximity between internal intersections has been increased. The redesign includes
suitable line marking and signage to ensure priority is provided to circulating traffic will
be installed. See attached basement floor plan (DA-21.10).
6. Provide confirmation of the dimensions for the various carparking spaces and
aisles on all levels.
Lambert & Rehbein response:
Car park layouts have been updated to provide dimension of the various sized parking
bays provided throughout the each level of parking. All car parking bays, unless
dimensioned otherwise, will be constructed at 2.6m x 5.4m, small car parking bays will
be provide at 2.3m x 5.0m, motorcycle parks will be provided at 1.3m x 2.5m and parking
circulation aisles will be provided at a minimal width of 6.2m. Please refer to attached
plans.
Basement:
7. There is a concern that there are potential issues associated with operating the
basement carparking with one-way operation as proposed, having regard for the
very long lengths of circulation to then exit the carpark from some spaces. It is
considered short distances of travel in the opposite direction will encourage “wrong
way” travel along the aisles.
a) Demonstrate satisfactory use of the drop-off zone.
Lambert & Rehbein response:
The proposed basement layout does not incorporate a drop-off zone. Six (6) loading
zones plus an Ambulance Bay will be provided for short term parking and patient drop off
near the Hofmann Drive access. A pedestrian zebra crossing will provide adequate
pedestrian connectivity from these loading zones to the Development. Refer to attached
Ground Floor Plan (DA-21.20).
b) Demonstrate how the required number of bicycle parking spaces will be
achieved having regard to the layout requirements of AS/NZS2890.3-2015,
as well as the number of lockers and shower facilities identified in the traffic
report.
Page 4

Lambert & Rehbein response:
It is expected that only staff and a small percentage of visitors will ride bicycles to and
from the health centre due to the nature of visitations (i.e poor health, requiring
supervision or assistance).
The proposed plans have been updated to include storage for 10 visitor bicycles along
the norther eastern boundary of the site. In addition, 72 bicycle parking bays and end of
trip facilitates (10 toilets and 8 showers) will be provided within the basement level
parking. Additional amenity facilities are provided throughout the various tenancies for
staff use.
We believe this is an ample provision for a development that will not generate the level
of bicycle trips a traditional “Commercial Centre’ would as per the Council Code. The
proposed bicycle parking facilities are classed as Type 2 facilities as per AS/NZ 2890.3-
2015, which is deemed satisfactory for the development use.
8. Demonstrate that vehicles turning left to exit the carparking area and travel up the
ramp to the ground level can undertake the manoeuvre without crossing on to the
wrong side of the ramp.
Lambert & Rehbein response:
Attached swept paths analysis demonstrates that vehicle can turn left to exit the car
parking area and travel up the ramp to the ground level without crossing onto the other
side of the road. Refer to attached Swept Path Analysis (Drawing B18254-SK013).
Ground Floor Level:
9. Demonstrate how vehicles can turn around at the northern end of the carparking
aisle if all of the spaces are occupied.
Lambert & Rehbein response:
Ground Level Car Park Layout has been re-designed to include a turning bay at the end
of dead aisle located along the western border. Please refer to attached Ground Floor
Plan (DA-21.20).
10. Provide a detailed description of the waste vehicle access to collect waste including
vehicle turnarounds consistent with vehicle access requirements that allow vehicles
to enter and leave the site in a forward direction. The required areas must not
impede traffic movement along the access ramps to the carparking areas. It should
be noted that:
§ Waste vehicles are front loading for steel bins 1.5 to 3m3 bins
§ Waste vehicles are rear loading for plastic low noise bins 1.1m3 bins
§ Waste vehicles are side loading for 240 litre wheelie bins
Cleanaway, Noosa Council's waste contractors have advised that the service vehicles
used for removal of waste will be;
Page 5

Our File Ref: B18254TL001REVB
Contact: Mark Booth
- 1) Dennis Elite 2 Wide track with air suspension as the side loading waste removal
using either 240ltr or 360ltr wheelie bins. Length of truck is 10.25m and 2.85m width
(including side mirrors);
- 2) The rear loading truck MAN TGS 8x4 Rigid, Length of vehicle including the 1100ltr
bin (depth is 1100mm) leaving the truck to be 9.66m long;
- 3) No front loading trucks will be used.
Swept paths for the larger MAN TGS 8x4 have been prepared to ensure the vehicle can
perform the required manoeuvring to enter and exit the service bay.
Ample space has been provided around each loading bay and sufficient area has been
provided for the storage of bins and allowance to walk around the bins and vehicles.
11. Provide additional detail on the proposed pedestrian access points between the
carparking area and the foyer.
Lambert & Rehbein response:
It should be noted that the ground floor car park is dedicated for staff use. Entry to this
car park will be limited via a boom gate. Staff will be able to travel to the foyer via the
doorway located in the middle of the car park. Alternatively staff can access alternative
levels via the stairs. Visitors accessing parking via the basement will be able to access
the foyer via the two (2) lifts.
Level 1 Floor:
12. Demonstrate how vehicles can turn around at the northern end and southern end of
the car parking aisle if all of the spaces are occupied.
Lambert & Rehbein response:
Level 1 Car Park Layout has been re-designed to include turning bays at the end of both
dead aisles. Please refer to attached Level 1 Plan (DA-21.21).
Issue - Delivery vehicles
The architectural plans identify a large gated bin storage area / loading dock. The
access to that loading area is off to the side of the sole access to the carpark, which is
predicted to carry peak hour traffic flows in excess of 600vph. The service vehicles are
indicated as requiring to use most of the width of that busy carpark access road, from
around a potentially blind corner (It is assumed there could be a fence implemented on
the side boundary out to the edge of the access easement), and then also reversing
back out from the loading bay access opening (again blind) into that busy carpark
access aisle. This is exacerbated by the absence of any turnout or corner truncation as
a result of having the main access roadway hard up against the side
boundary. Furthermore, the HRV is shown passing under the overhead Radiology
tenancy when accessing the loading bay.
Information required
13. Demonstrate (by an RPEQ) the operational safety aspects of the issues outlined
above.
Page 6

Our File Ref: B18254TL001REVB
Contact: Mark Booth
Lambert & Rehbein response:
Waste collection drivers will be provided remote controls to open the delivery gate
outside operating hours of the Centre when passing vehicular traffic will be limited. Due
to the vehicle size and reverse manoeuvre into the service bay, depending on truck’s
operational ability to load, the vehicle will need to utilise the majority of the width of the
circulation aisle, an occurrence which is generally common for large service vehicles.
It should be noted that the Council’s reference to 600vph is the worst case scenario
(assuming all stated GFA generates trips) which will occur during the morning peak hour
of the centre – this volume would largely include the arrival of staff. Outside this peak the
use of this ramp will be much lower than the stated peak and outside operational hours
of the Centre, when servicing will occur, the use of this ramp will be relatively low.
An operational plan will be developed to ensure the safety of service vehicles and
mitigate risks (i.e flashing amber lights to notify exiting vehicles, new trucks generally
now provide reversing cameras to assist in manoeuvring, staff member to oversee
servicing manoeuvring)
This response has been reviewed and certified by an RPEQ.
14. Demonstrate that satisfactory height clearance will be available on routes used by
service vehicles and for overhead loading of refuse bins in the loading area.
Lambert & Rehbein response:
A minimum height clearance of 4.5m has been provided along the travel path of the
service vehicles. See Swept Path Analysis of the service vehicle.
15. There is likely to be a reasonable demand for courier deliveries, so consideration
should be given to providing convenient short term van and SRV bays.
Lambert & Rehbein response:
Loading Zones have been provided at the entrance of the building. It is proposed to
provide an ambulance drop off zone, and two (2) loading zones for small service
vehicles along the building’s frontage.
Across from the proposed building, four (4) loading zones will be provided for short term
parking and patient drop off. A pedestrian zebra crossing will provide adequate
pedestrian connectivity from both these loading zones and Hofmann Drive via the
prosed pedestrian footpaths.
16. Clarify hours of operation of the loading bay access gate, and if it is to be closed
during business hours identify how delivery vehicles will gain access.
Lambert & Rehbein response:
Loading bay access will be provided during the normal operating hours of the Centre for
servicing of any MRV deliveries, while smaller vehicle can utilise the loading bays along
the front of the building. Waste collection drivers will be provided remotes to open the
delivery gate to ensure that waste collection occurs outside these peak operating hours
when passing vehicular traffic will be limited.

Issue - Northern access
The submitted engineering report states that no roadworks are required while the
submitted site plan and traffic report indicate a new left turn lane. The realigned public
footpath adjacent to the new left turn lane stands within the property boundary.
Lambert & Rehbein response:
Proposed road works are as generally outlined in the attached Functional Layout.
Information Required
17. Provide an amended engineering report that includes the proposed left turn lane and
the realigned path.
Lambert & Rehbein response:
Refer to MPN Consulting Civil Engineering Report.
18. Provide an amended site plan that indicates a realigned front boundary that includes
the realigned footpath located wholly within road reserve.
Lambert & Rehbein response:
Refer to Architectural Plans.
Issue – Access easement
The proposed works at the northern access will impact on the existing access
easements that effect the subject sites. While it is acknowledged that the proposal
includes additional easement area Council has concerns with the proposed works
impacting on the rights of the adjoining lots benefitted by the easements.
Lambert & Rehbein response:
The proposed works at the northern access will not impact the existing access
easements. As aforementioned, it is understood that currently all service vehicles access
the site via the southern access on Rene Street and can exit Hofmann Drive via left turn
only. The proposed design will not alter these operational practises.
