RECOMMENDATION
That Council note the report by the Manager Design Services to the Infrastructure & Services
Committee Meeting dated 19 August 2014 regarding a petition to change parking on Sunshine
Beach Road, Noosa Junction, and

A. Take no action at this stage but include the investigation of the traffic impact of this
proposal in the 2014/15 Shire-wide Traffic Study; and

B. Advise the lead petitioner that Council considers that the potential impact of this proposal
on the flow of traffic through Noosa Junction warrants a more detailed investigation as part
                          of a Shire-wide Traffic Study.

REPORT
The petition presented to Council seeks to increase parking in Noosa Junction by changing the
configuration of the spaces from parallel to the kerb to angle to the kerb.

Existing parking and lane configuration

The lane configuration through Noosa Junction currently provides for two lanes northbound and
two lanes southbound with parallel parking generally along each property side with gaps for
driveways and Arcadia Way.

The traffic lane widths are 3.3 metres.
The parking space widths are 2.1 metres.

The existing configuration means that only the traffic lane beside the parking bays is interrupted
when parallel parking is being executed. The lane beside the central island remains free flowing.

The Petition proposal

An assessment of the implications into changing to an angle configuration reveal the following:

• That the existing width of the pavement can only cater for 45 degree angle parking which is
                          less than the desirable 60 degree angle, thus the gain in numbers would not be as yielding;
• That there would be no free flow lanes in either direction and that the traffic capacity
implications of this could only be fully understood with a thorough traffic modelling of each
                          scenario.

Given that Council has budgeted for a Shire-wide Traffic Study to be carried out this financial
year it is recommended that this proposal be considered as part of the traffic study modelling.
