INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 19 AUGUST 2014

4. Participation in the Youth Justice Program
Graffiti removal programs hold young offenders accountable by requiring them to perform
unpaid work to remove graffiti while also providing a direct consequence for their offending.
An agreement has been reached with Sunshine Coast Youth Justice Service Centre,
Justice and Attorney General, to facilitate young people’s completion of orders and
programs through graffiti clean-up on Council owned or controlled facilities.

5. Public education programs
On occasion, Council may undertake public education programs or campaigns, dependent
upon funding availability. The Community Development unit is currently seeking funding to
commission a graffiti early intervention education program for delivery within selected
      schools in Noosa Shire.

Graffiti removal from private property is the responsibility of the property owner. In the past
Noosa Council had provided free graffiti removal kits to members of the public. Distribution of
these kits ceased a number of years ago due to concerns over providing hazardous chemicals to
the public. Extensive information on graffiti removal methods is available to the general public on
the Queensland Government’s GraffitiStop hotline and website. Information on this service is
made available to members of the public who contact Council for assistance.

If there are instances of graffiti on private property that is causing concern to the public or to
Council and the owner of that property refuses to remove the graffiti, Council has powers under
the Summary Offences Act 2005 to appoint a Graffiti Removal Officer and may remove such
graffiti in accordance with the legislation. Where this action is taken graffiti removal costs cannot
be recouped from the property owner.

There is no need to repeal a Sunshine Coast Council policy as that Council did not have a formal
Council policy which transfered to our Council as part of the de-amalgamation regulation.
