Dear Sir/Madam

Notification of Proposed NBN_Telecommunications Facility Installation at _Boreen Point
MCU13/0053 — Located at 153 Lake Flat Road, Boreen Point (Lot 2 on RP126723)

In October, NBN Co advised they had lodged a Development Application with Sunshine Coast Regional
Council for a Fixed Wireless network facility at the southern end of the 106 ha property at 153 Lake Flat
Road, Boreen Point.

We also invited local residents to attend a Community Information Session on 24 October 2013 to find
out more about the proposed facility, and the NBN Fixed Wireless broadband service for Boreen Point.

Following this informal consultation with the community, we are pleased to advise that Formal Public
Notification in accordance with s297 of the Sustainable Planning Act 2009 has now commenced for the
proposed facility at Boreen Point (MCU13/0053) (Development Application at the southern end of 153
Lake Flat Road).

About the NBN

The National Broadband Network (NBN) is an upgrade to Australia’s existing telecommunications
network. It is designed to provide Australians with access to fast, affordable and reliable internet
services, as quickly and as cost effectively as possible.

NBN Co plans to upgrade the current telecommunications network in the most cost-efficient way using
best-fit technology and taking into account existing infrastructure. This will vary from place to place and
will include technologies such as Fibre to the Node, Fibre to the Premises, fixed wireless and satellite.
Use of fixed wireless and satellite technologies is expected to result in significant improvements
compared to services currently available to many Australians living in regional and remote communities.

As part of the fixed wireless component of the network, NBN Co is proposing to establish a series of
fixed wireless facilities which are designed to provide fast and reliable wireless broadband services to
Australians living in regional and remote areas, including the Noosa Council area.

While NBN Co’s fixed wireless service is not a mobile service, it will use cellular technology to transmit
signals to.and from a small antenna fixed on the outside of a home or business, which is pointed directly
towards the fixed wireless facility. NBN Co is designing each fixed wireless facility to serve a set number
of premises, which should enable consistency in the speed and quality of services that can be delivered
to each home and business receiving the fixed wireless service.

About the Infrastructure Proposed for Boreen Point

At Boreen Point, NBN Co proposes to construct two new facilities to service the Boreen Point and
Cootharaba areas (approximately 1.15 km apart). We are proposing two facilities because a single
facility will not be able to provide service to both the village on the lake and the scattered rural residential
houses to the north and north west of the village. : :

The Boreen Point facility (the subject of this application MCU13/0053) is designed to provide a service to

anKArAN

Page 6

the township, and the Boreen Point North facility (MCU13/0052 approved by Council on 29th January
2014) provides a service to parts of Cootharaba. The Boreen Point North facility also acts as the key
transmission link for the Boreen Point facility and another proposed facility further south west at Davis
Road, Cootharaba, connecting them to the broader NBN network.

The two proposed facilities work in tandem to provide service to these communities. More than 630
properties, households and businesses, will be serviced either directly or indirectly by the proposed
facilities at Boreen Point.

NBN Co is aware of the impact of proposing two facilities, and has sought to propose facilities that are as
far removed from the village and surrounding houses as possible, and that take good advantage of the
surrounding vegetation screening.

This letter commences the formal, statutory consultation for the Boreen Point Fixed Wireless Facility
which comprises a new 30 m monopole, two (2) panel antennas (1.18 m long), two (2) remote radio
units, and one (1) parabolic dish antenna (0.3 m in diameter). Associated radio equipment is proposed to
be housed in small cabinets located at the base of the facility.

The telecommunications pole is considered as Impact Assessable Development under the Noosa Plan
2009. Under these provisions, planning approval is required from Noosa Council.

Furthermore in accordance with s297 of the Sustainable Planning Act 2009, Public Notification is
required for an Impact Assessable development. SPA specifies the following:

The applicant or, with the applicant's written agreement, the applicant must -
e publish a notice at least once in a newspaper circulating generally in the locality of the land; and
e place a notice on the land in the way prescribed under a regulation; and
e give a notice to the owners of all land adjoining the land.
Neighbouring properties. have also been notified of the proposal and comments are invited to be received
by Council by the 14 March 2014.

The estimated radiofrequency signal strength, or Environmental Electromagnetic Energy (EME) levels
from the proposed site are calculated in accordance with the ARPANSA prediction report methodology,
and are represented as a percentage of the standard based on maximum: cumulative levels. Attached is
a copy of the EME report for this proposed site.

You will note that the proposal is consistent with other like facilities that generally operate many hundreds
and sometimes thousands of times. below the allowable standard. If you would like further information on
the ‘topic of EME, we recommend you visit http:/Avwww.who.int/peh-emffen/ and
http:/Avww.arpansa.gov.au/.

Making a Submission or Inquiry

Formal! Public Notification in accordance with s297 of the Sustainable Planning Act 2009 has now
commenced for the proposed facility at Boreen Point (MCU13/0053).

Should you wish to provide comments to Council in relation to this proposal; your comments are required
to be received by 14 March 2014. These submissions can be directed to the Noosa Council Assessment
Manager by making reference to the application number (MCU13/0053) as follows:
