Submission - Material Change of Use - Service and Utility Type 3 tower
Application # MCU 18/0166

244 Tablelands Rd Cooran
Lot 22 SP 148684
Property ID 154492

I would like to submit my opposition to the proposed NBN tower at 244 Tablelands Rd, Cooran.

The proposed tower is expected to be 35 meters tall, nestled between 4 homes, and placed on a ridge-line that would be clearly visible from nearby recreation trails. In a rural environment, this will stand in stark contrast to the surroundings, for which people choose to live in, and visit, this area.

Just as the proposed development would stand in stark contrast with the natural environment, so too does it stand in contrast with critical aspects of Part 8 (“Mary River Catchment Locality Plan”) of The Noosa Plan. In particular, this material change of use conflicts with the following articulated outcomes:

  * section 8.7.2(a)(iii): “New uses and works are located, designed and managed to avoid signifiant adverse impacts on the amenity enjoyed by users of other premises, including acoustic and visual qualities”
  * section 8.7.2(h): "The rural heritage and character, lifestyle, privacy, open space, vistas and level of accessibility enjoyed by residents of the locality is maintained”
  * section 8.7.2(k): "The scale and form of buildings and other structures are— i. designed to be responsive to the rural character and amenity of the locality; ii. designed to retain strong historical connections through the use of sensitive and traditional building forms; and iii. integrated into the landform and landscape”.

I trust that the Noosa Shire Council will adhere to the outcomes set out in the Noosa Plan, and deny the development application for material change of use.

Kind regards,

Matthew Robinson
