11. PUBLIC QUESTION TIME
1. MAXINE & SPENCER HITCHEN
Question 1:
I would like to ask Noosa Council on behalf of my generation, our Community & almost
now 75,000 people who have signed my petition, would Noosa Council still be prepared
"to enter into discussions with the Uniting Church in Australia Property Trust (Q) about a
land swap & if so can you please contact them on our behalf asking for a meeting to
allow our voices to be heard.
Response provided by Leo Jensen, Acting Director Environment & Sustainable
Development
Council staff have previously contacted Uniting Care regarding a possible land swap.
Uniting Care have advised Council that it is not practical given the significant investment
into the current design and approvals, the lack of vegetation free land available, and the
existing church congregation who are an important component of the precinct and who
would be unfairly disrupted if they had to relocate.
Question 2
We would like the Uniting Church in Australia Property trust (Q) to provide evidence of
how they can meet these conditions & keep our Community safe in a catastrophic Fire
like the Fires in 2019 & 2020?
Response provided by Leo Jensen, Acting Director Environment & Sustainable
Development
Thank you for your question, the concerns raised are noted. Council is willing to contact
Uniting Care seeking a further response to your question. Please note that the
application for landscaping for lot 6 and lot 9 have not been lodged with Council to
date. This is not a breach of the conditions, with the landscaping works required to be
approved and undertaken prior to the commencement of the use. In terms of your
concern that the developer may be unable to satisfy the ratio of planting on the site, this
will be addressed at the time of the Operational Works application for landscaping.
Timing of future lodgement is unknown.

2. PETER WILKINSON
Question 1:
The new low energy LED towers installed as part of the Noosa Parade corridor upgrade
look identical to the base model of towers installed by ENE.HUB at various locations
across Queensland. Has Noosa Council partnered with ENE.HUB/Brookfield
Infrastructure, to install 'smart streetlights', aka ‘smart poles' or 'SmartNodes', throughout
the Noosa Parade corridor upgrade stage 1?
Response provided by Larry Sengstock, Director Infrastructure Services
Council has installed energy efficient LED streetlight luminaires which are standard
Energex approved units and do not have smart capability. These luminaires are installed
on Energex standard light poles which are painted black. Council has not partnered with
ENE.HUB.
Question 2
Will ENE.HUB/Brookfield Infrastructure be contracted to install smart poles in stages 2
& 3 of the Noosa Parade corridor upgrades?
Response provided by Larry Sengstock, Director Infrastructure Services
Council has not contracted ENE.HUB. to install smart poles in stages 2 & 3 of the Noosa
Parade corridors upgrades.

In accordance with Chapter 5B of the Local Government Act 2009, Cr Lorentson provided the following
declaration to the meeting of a declarable conflict of interest in this matter:
I, Cr Lorentson inform the meeting that I have a declarable conflict of interest in this matter as Deborah
Reid, a submitter to the application, is a personal friend. Although I have a declarable conflict of interest,
I do not believe a reasonable person could have a perception of bias because I believe I do not have a
close personal relationship with Ms Reid. Therefore, I will choose to remain in the meeting room.
However, I will respect the decision of the meeting on whether I can remain and participate in the
decision.
Committee Resolution
Moved: Cr Stewart
Seconded: Cr Wilkie
That Council note the declarable conflict of interest by Cr Lorentson and determine that it is in the public
interest that Cr Lorentson participates and votes on this matter because Council believes that Cr
Lorentson does not have a close personal relationship with the submitter, Ms Reid and therefore a
reasonable person would trust that the final decision is made in the public interest.

ORDINARY MEETING MINUTES 19 JANUARY 2023
Attachment 1 — Petition
Petition:
To Noosa Shire Council - Seagull Park Playground Placement
ISSUE
We, the petition signatories, submit that the current playground siting against the back of the
park, removed from easy observance and surrounded by trees and bushes which provide
hiding places for anti-social activities; is inappropriate.
That its siting unfairly discriminates against particular ratepayers when a fairer, more equitable
solution exists.
That it’s siting is having an enormous social, emotional, physical and economic toll on the
lifestyle and amenity of neighbouring residents,
That our properties’ values are being severely negatively impacted by the proposed changes to
the existing playground.
That the park is attracting increasingly large groups day and night.
That drug paraphernalia, broken windows, public alcohol consumption, public urination and
constant noise disturbance are but some of the resulting issues of its current placement away
fram public scrutiny.
That no current or future impact survey wae conducted or consultation of affected ratepayers
occurred at any stage of the process prior to commencement of works on this hugely impactful,
current upgrade of the playground.
We request:
e Thatthe Seagull Park playground and shelter, be relocated to a central position within
the park taking advantage of existing street lighting and Council bin.
e That the existing playground artificial mound behind affected properties be lowered such
that it removes current overview of properties.
e Thatthe original small dird habitat of medium to low shrubs removed in playground
mound creation be reinstated, thus providing a property buffer and resioring ratepayers’
lifestyle and amenity.
