a) Development in areas at risk from natural hazards is compatible with the nature of the
hazard so as not to place people, property, economic activity, social wellbeing and the
   natural environment at risk.

b) Development is avoided in areas subject to natural hazards or where natural hazards
cannot be avoided, mitigation or adaptation measures are adopted taking into account
predicted frequency and severity of the natural hazard.

c) Development does not materially increase the impact or severity of natural hazards.

d) Development protects flood plains and the flood conveyance capacity of waterways.

e) Development supports and does not unduly burden disaster management response or
   recovery capacity and capabilities.

The planning scheme includes a Natural Hazards Overlay Code to regulate development in
natural hazard areas and includes specific provisions for flooding, bushfire, landslide and
acid sulphate soils.
Flooding Hazard Areas
The planning scheme depicts the 1%AEP flood extent for the Noosa River and parts of
Cooroy and Kin Kin. In 2013 this modelling was updated and further modelling was carried
out for Pomona, Kin Kin, Cooroy, Six Mile Creek and Noosa Daintree. Stormtide modelling
was also carried out in 2013.
The Noosa planning scheme is in the process of being amended and the new flood
modelling is being used to update the planning scheme flood hazard mapping. The new
proposed mapping identifies the potential extent of flooding based on:
    • 1%AEP flood level for riverine and coastal flooding; and

    • 0.8m sea level rise and 20% increase in rainfall intensity to 2100.

The proposed code provisions for new development seek to achieve flood immunity above
the 1%AEP at 2100 for hazardous materials, business uses and residential uses and higher
immunity for essential community and infrastructure uses (eg emergency services and
utilities). New changes are proposed to ensure development provides for an effective
evacuation route or safe refuge areas on site to deal with residual risk (ie. flood events
above the 1%AEP).
A detailed risk assessment process that considers levels of risk based on land use type will
be developed as part of a comprehensive planning scheme review in the next 2 or 3 years.
This will be informed by a supporting Flood Management Plan that considers all flood related
information and capabilities across the whole of council.
Bushfire Hazard Areas
The planning scheme identifies high and medium bushfire hazard areas across the Noosa
Shire based on an assessment of slope, fire history and vegetation type. This is used to help
determine whether land is suitable for development in terms of fire hazard and how land can
be developed to mitigate any risk. The code provisions seek to avoid development in high
bushfire hazard areas and requires site specific bushfire hazard assessments for
development proposed in hazard areas to confirm the risk and determine mitigation options.
In 2015 Council updated current mapping with more updated map information for the Noosa
Shire as part of the development of new state-wide bushfire prone mapping.
