RE: Lodgement of Development Application for Development Permit for Operational Works (Vehicle
Crossover) at 19 Warana Street, Noosa Heads described as Lot 2 RP101395
Dear Sir/Madam
On behalf of our client and owner of the abovementioned land, Robin Leigh Kirk, Brennan Planning Pty Ltd
hereby lodges an application for a Development Permit for Operational Works (Driveway Crossover) under
the Planning Act 2016.
In support of this application please find enclosed:
+ DA Form 1;
+ Appendix A – Driveway Design Plans;
Background
+ On 11 April 2025, our client lodged a Concurrence Agency Referral (Road Access/Boundary) for a
carport proposed on the road boundary (RAB25/0049).
+ Following negotiations on the above application, Council’s Building Department has requested that
an Operational Works application for the proposed driveway to the carport be lodged and
approved prior to any decision on the RAB, to avoid inconsistencies between approvals.
Proposal
The proposal involves seeking a Development Permit for Operational Works - Vehicle Crossover to a
proposed carport to be established. The driveway would have a width of 6m adjacent to the front boundary
and 4.14m adjacent to the kerb. Given the steep slope of the road reserve downhill into the site, some filling
would be necessary in the reserve to accommodation compliant grades.
The geometry of the crossover is shown in Figures 1 and 2 below.

Assessment Benchmarks
Pursuant to Table 5.8.1 of the Noosa Plan 2020, the application is assessable against the following
requirements:-
+ Acceptable Outcomes AO8, AO9, AO10, AO11, AO12, AO13 and AO14 the Low Density Housing
Code.
The proposed crossover has been designed to generally comply with the outcomes referenced above.
While some filling within the road reserve is required to achieve compliant grades, no structures are
proposed within the reserve, consistent with PO9. The crossover will provide safe and convenient access to
the site and will not cause stormwater impacts to adjoining premises. Please refer to the Driveway Design
Plans prepared by SCG Consulting Engineers for further detail.
