J'S Objection To Development Application MCU21 (1)
Attached to the e-mail PM Submission (Second) - Jeannette Ince - MCU21/0154.
OBJECTION TO DEVELOPMENT APPLICATION MCU21/0154 “SMALL SCALE MEAT PROCESSING PLANT” As a local resident of Wallaby Lane, Tinbeerwah, I strongly object to this development application as it is incompatible with Noosa Plan 2020 on the following grounds: • The property at 82 Patterson Drive (Lot 62, Property ID 153292) sits within “Agricultural Land- Conservation Area”, and as such a meat processing facility is incompatible with Noosa Plan 2020. • It additionally sits within the layer “Environment-Enhance or Protect” and YES is very clearly stated alongside that category • The same Noosa Plan 2020 identifies this zone as “Koala Priority Habitat’ and “Core Koala Habitat”. As residents of this area we can confirm koalas are heard at night, and this has been reported to Queensland Koala Crusaders. • The property sits within the Lake MacDonald catchment, Map Code OMBWW(ii)4, thus runoff water flows to Noosa drinking water • The location of proposed business building does not fit within Noosa Plan 2020 which states AO6.1: “Buildings …. Containing areas of animal waste and by-product disposal are not within 100 metres of: a)the boundary of another property in a rural residential zone b)an existing dwelling on an adjoining property c)the boundary of adjoining properties in the environmental management and conservation zone • Even though Noosa Council may wish to support home based businesses, Noosa Plan 2020 (6.3.1.2)clearly states they will only support: (2) h. “home based business…..compatible with residential character and amenity of the locality” This proposed development of an existing business, which obviously has been operating without permits, fits into “Industry” – “Low Impact Industry” Zone, and as such should be located within an Industrial Estate such as Jarrah Street, Cooroy, where Food Profilers, a facility which is already being utilized for some of the applicant’s existing production, is located. 1

• Operating a meat processing facility in one’s backyard in no way
contributes positively to the Shire’s economy and employment,
unless one intends to expand that facility to be a large scale
production.
• It could be expected that the waste materials from a business such
as this , no matter how “safe” the waste water treatment, will
encourage (among other pests) feral animals and wild dogs .. so
harmful to our native wildlife and killing machines to our koalas.
• The applicant’s business plan states “a line of ready made meals,
pastries and sausages to go alongside … wild venison” which
indicates expansion and an even greater future impact on the
amenity of the area
As I have stated above, this development application is entirely
inconsistent and incompatible with a Rural Residential Area.
Residents of this area choose to live on larger blocks for enhanced
lifestyle and rural amenity, without the distress of odours, noise,
increased traffic and environmental damage.
I’m sure when Noosa Council proposed “support for home based
businesses “they did not envisage a business such as a meat works in the
middle of houses with families, native wildlife (in particular our
endangered koalas), and quiet rural environments.
Part of the proposer’s business argument is “to kill wild deer which are
pests and threaten our native animals”. I would argue that a facility such
as this, in the midst of a Council Zoned Environmental Protected
area, will be far more a threat to native wildlife than wild deer.
I expect Noosa Council Officers to have sense to refuse this
application as I believe the intent of the Noosa Plan 2020 to
support home based businesses would NEVER have been to
support industrial activities within a residential area.
If this application is successful, it may well set an unwanted
precedent for “home based business” in the whole of the Noosa
Shire and have unintended consequences for the Council and
residents alike.
