4. Acoustic Criteria
4.1 Overview
Acoustic criteria for the project are required to assess noise immissions onto the site and emissions from
the site onto surrounding sensitive land uses. The acoustic assessment has been undertaken in accordance
with the following relevant criteria:
Noosa Shire Council – Planning Scheme.
Department of Environment and Heritage Protection (EHP) – Environmental Protection Policy (Noise)
and Environmental Protection Act.
4.2 Noosa Shire Council – Planning Scheme
The planning scheme does not specifically identify the applicable acoustic criteria for the assessment of
noise intrusion onto the residential development. Therefore, it is proposed to adopt acoustic criteria in
accordance with the EHP’s Environmental Protection Policy (Noise) and Environmental Protection Act.
4.3 Environmental Protection Act
In Queensland, the environment is protected under the Environmental Protection Act 1994. The object of
the Act is to protect Queensland’s environment while allowing for development that improves the total
quality of life, both now and in the future, in a way that maintains the ecological processes on which life
depends (ecologically sustainable development).
This legislation refers to noise as including “vibration of any frequency, whether emitted through air or
another medium” and thus includes underwater noise.
The Act states a person must not carry out any activity that causes, or is likely to cause, environmental
harm unless the person takes all reasonable and practicable measures to prevent or minimise the harm.
This is termed the ‘general environmental duty’. Environmental harm is defined as any adverse effect, or
potential adverse effect (whether temporary or permanent and of whatever magnitude, duration or
frequency) on an environmental value, and includes environmental nuisance. Environmental nuisance is
unreasonable interference or likely interference with an environmental value caused by noise or vibration.
The following noise sources are excluded from the Act – audible traffic signals, warning signals for railway
crossings, safety signals from reversing vehicle, operating a ship, aircraft, public and state controlled roads,
busway, light rail, rail, and non‐domestic animals.
This Act refers to the Environmental Protection Policies as being subordinate legislation to the Act.
The Act describes a number of offences relating to noise standards, including building work, regulated
devices (e.g. power tools), pumps, air‐conditioning equipment, refrigeration equipment, indoor venues,
outdoor events, amplifier devices other than at indoor venue or open‐air event, power boat sports in
waterway, operating power boat engine at premises, blasting, and outdoor shooting ranges. The relevant
standards are included below.
440U Air‐conditioning equipment
(1) This section applies to premises at or for which there is air‐conditioning equipment.
(2) An occupier of the premises must not use, or permit the use of, the equipment on any day—
(a) before 7a.m, if it makes a noise of more than 3dBA above the background level; or
8816R01V01.docx 9
Page 12
(b) from 7a.m. to 10p.m, if it makes a noise of more than 5dBA above the background level; or
(c) after 10p.m, if it makes a noise of more than 3dBA above the background level.
440V Refrigeration equipment
(3) This section applies to a person who is—
(a) an occupier of premises at or for which there is plant or equipment for refrigeration
(refrigeration equipment); or
(b) an owner of refrigeration equipment that is on or in a vehicle, other than a vehicle used or to
be used on a railway.
(4) The person must not use, or permit the use of, the refrigeration equipment on any day—
(a) before 7a.m, if it makes a noise of more than 3dBA above the background level; or
(b) from 7a.m. to 10p.m, if it makes a noise of more than 5dBA above the background level; or
(c) after 10p.m, if it makes a noise of more than 3dBA above the background level.
(5) In this section—
vehicle includes a trailer.
4.4 Environmental Protection (Noise) Policy
4.4.1 Overview
In respect of the acoustic environment, the object of the Act is achieved by the Environmental Protection
(Noise) Policy 2008 (EPP (Noise)). This policy identifies environmental values to be enhanced or protected,
states acoustic quality objectives, and provides a framework for making decisions about the acoustic
environment.
4.4.2 Acoustic Quality Objectives
The EPP (Noise) contains a range of acoustic quality objectives for a range of receptors. The objectives are
in the form of noise levels, and are defined for various periods of the day, and use a number of acoustic
parameters.
Schedule 1 of the EPP(Noise) includes the following acoustic quality objectives to be met at residential
dwellings:
Outdoors
○ Daytime and Evening: 50 dBA LAeq,adj,1hr, 55 dBA LA10,adj,1hr and 65 dBA LA1,adj,1hr
Indoors
○ Daytime and Evening: 35 dBA LAeq,adj,1hr, 40 dBA LA10,adj,1hr and 45 dBA LA1,adj,1hr
○ Night: 30 dBA LAeq,adj,1hr, 35 dBA LA10,adj,1hr and 40 dBA LA1,adj,1hr
In the DEHP EcoAccess Guideline “Planning For Noise Control” documentation it is proposed that the noise
reduction provided by a typical residential building façade is 7 dBA assuming open windows. That is, with
an external noise source, a 7 dBA reduction in noise levels from outside a house to inside a house is
expected when windows are fully open. Thus the indoor noise objectives noted above could be converted
to the following external objectives (with windows open):
Daytime and Evening: 42 dBA LAeq,adj,1hr, 47 dBA LA10,adj,1hr and 52 dBA LA1,adj,1hr
Night: 37 dBA LAeq,adj,1hr, 42 dBA LA10,adj,1hr and 47 dBA LA1,adj,1hr
8816R01V01.docx 10
Page 13
A sensitive receptor is defined as “an area or place where noise is measured”.
The EPP(Noise) states that the objectives are intended to be progressively achieved over the long term.
4.5 Summary and Noise Limits
The relevant noise criteria for this development are:
Noise Immissions onto the development–
○Acoustic Quality Objectives:
– Daytime and Evening: 42 dBA LAeq,adj,1hr, 47 dBA LA10,adj,1hr and 52 dBA LA1,adj,1hr
– Night: 37 dBA LAeq,adj,1hr, 42 dBA LA10,adj,1hr and 47 dBA LA1,adj,1hr
Mechanical Plant Noise Emissions:
○ Leq,adj,1hr ≤ Background L90 plus 5 dBA in the day and evening and background plus 3 dBA in the
night.

5. Acoustic Measurements
Acoustic measurements consisted of attended noise measurements and noise logging. The noise
measurement locations are shown in Figure 2.1. The noise monitoring was undertaken in general
accordance with Australian Standard AS1055 Acoustics – Description and measurement of environmental
noise and the EHP Noise Measurement Manual.
5.1 Attended Noise Measurement
An attended noise measurement was undertaken at Location A as shown on Figure 2.1. Location A was
located near the centre of the site.
The measurements were undertaken on Friday 16th January 2015, using a field and laboratory calibrated
Norsonic NOR140 sound level meter. The microphone height was approximately 1.3m above natural
ground level and was located in the free field. Weather during the time of monitoring was fine and warm,
1/8 cloud cover, with no appreciable breeze.

Note: * The reported noise levels, excluding the statistical noise levels, are the instantaneous levels read from the
sound level meter, and generally represent the range in noise levels or maximum noise levels for a particular
noise source.
5.2 Noise Logging
Noise logging was undertaken at Location A as shown on Figure 2.1, prior to the IGA shopping Centre
development. Logging was undertaken from Friday 16th January to Wednesday 21st January 2015, using a
field and laboratory calibrated Larson Davis LD831 environmental noise logger. Noise logging was
undertaken in the free field.
Data from the Bureau of Meteorology (Sunshine Coast) indicates that weather during the monitoring
period was generally fine and warm, but with moderate rainfall on Tuesday 20th (14.8mm) between the
hours of 12:45am and 9:00am.The reported rainfall has been considered during analysis and the noise
monitoring data is considered acceptable for use in this report.
The measured noise levels are shown in Figure 5.1. The parameters graphed in Figure 5.1 are described in
the glossary in Appendix A.

From the above results and observations the following comments are made:
Extraneous noise from insects dominated attended measurements and logging data. It is expected
that insects are seasonal and tend to be present in warmer months. During cooler periods of the
year, insect noise is expected to be significantly reduced. Background noise levels in the quieter
periods of the year have been estimated by removing the high frequency (8kHz and 16kHz octave
bands) insect noise from the analysis of background noise levels.
Rainfall was recorded on the morning of Tuesday 20th between the hours of 12:45am and 9:00am
and appears to have affected the noise levels. The noise affected data has been removed from the
determination of background noise levels.

6. Peregian Beach Hotel Noise Immissions
6.1 Overview
There are several noise sources associated with the existing Peregian Beach Hotel, as follows:
Mechanical plant noise emissions.
Bottle‐shop drive thru and carparking areas emissions.
Amplified music emissions.
6.2 Noise Source Data
Unattended noise logging and noise measurements were undertaken at Location B (see Figure 2.1)
adjacent the boundary of the Peregian Beach Hotel. The logging was undertaken across a Friday, Saturday
and Sunday nights (25‐28/11/2016). The noise measurements were dominated by mechanical plant noise
emitted from the Hotel. The dominant mechanical plant sources included the following (see Figure 6.1):
Extraction fans mounted on the roof of the Hotel.
Plantroom louvred areas on the western wall of the Hotel, which may house the air‐conditioning and
refrigeration plant.
The measurements indicated typical mechanical plant noise levels were as follows:
Roof mounted extraction fans were 56 dBA Leq at 13m from the fans.
Louvred areas to plantroom were 50 dBA Leq at 18m from the louvres.
Please note that other mechanical plant generate lower levels of noise which could not be identified, as the
above sources were the dominant noise sources during the measurements.
Amplified music noise was also observed to be emitted through open windows on the western facade of
the Hotel (see Figure 6.1) during attended noise measurements conducted on the evening of Friday
25/11/2016. A soloist with an amplified portable speaker was observed to the play within the indoor dining
area of the Hotel, located on the David Low Way frontage.
The measurements indicated typical amplified music and patron noise level was 65 dBA Lmax at 3m from the
property boundary of the Hotel, and approximately 7m from an open window. There was a brief 10 minute
period during the measurements on Saturday night where the music and patron noise levels were in the
order of 70 to 79 dBA Lmax, this short period is inconsistent with the remainder of the logging period and
has been considered an anomaly.
At this stage, the OLGR licensing requirements for the Hotel are unknown to ASK Consulting, so it is unclear
if the Hotel was operating in accordance with its Licensing conditions or not during the measurement
period.

In relation to the bottleshop drive‐thru and carparking areas, source noise level data has been adopted
from ASK’s library of noise measurements and is presented in Table 6.1 along with typical activity durations
observed during measurements.

6.3 Noise Criteria
As discussed in Section 4, it is proposed to adopt the acoustic quality objectives as noise criteria for the
assessment of noise immissions onto the development, these are as follows:
Daytime and Evening: 42 dBA LAeq,adj,1hr, 47 dBA LA10,adj,1hr and 52 dBA LA1,adj,1hr.
Night: 37 dBA LAeq,adj,1hr, 42 dBA LA10,adj,1hr and 47 dBA LA1,adj,1hr.
6.4 Predicted Mechanical Plant Noise Levels
The mechanical plant noise emissions from the Hotel have been predicted at the proposed Linea Houses.
The exhaust fan noise levels are predicted to be 59 dBA Leq at facade the nearest Linea House. Similarly, the
plantroom louvred area noise levels are predicted to be 53 dBA Leq at facade the nearest Linea House.
8816R01V01.docx 16
Page 19
It is noted that the Hotel’s mechanical plant is currently generating noise levels in excess of what would be
acceptable under the EPP Act as required with the adjoining land uses.
ASK has been advised that to reduce the potential noise impacts from the Hotel’s mechanical plant, it is
proposed to mitigate the plant at the noise source i.e. install noise attenuation at the Hotel.
6.5 Predicted Music Noise Levels
The amplified music and patron noise emissions from the Hotel have been predicted at the proposed Linea
houses. The noise levels are predicted to be 65 dBA Lmax at facade the nearest Linea house.
As previously discussed, the OLGR licensing requirements for the Hotel are unknown to ASK Consulting, so
it is unclear if the Hotel was operating in accordance with its Licensing conditions or not during the
measurement period.
It is ASK’s understanding that in assessing potential noise complaints from licensed venues, OLGR would
undertake noise measurements within the sensitive location with all external windows/doors open.
Therefore any mitigation controls incorporated into the residential development would not be taken into
consideration by OLGR. Based on the noise measurements undertaken, the internal noise levels from the
Hotel would likely exceed OLGR’s noise criteria at the proposed Linea Houses.
On the basis that the external windows/doors are closed, to reduce the potential noise impacts from the
Hotel and achieve the internal acoustic quality objective of 47 dBA LA1,adj,1hour, upgrades to the external
facade of the Linea Houses would include the following:
External Walls: Lightweight external walls (Rw 41): 6mm fibre cement sheeting over minimum 76mm
wide steel studwork (or 90mm wide timber studwork), lined internally with 10mm plasterboard
sheeting and 50mm glasswool insulation in the cavity.
Roof (Rw 41): Pitched metal roof with internal 10mm plasterboard sheeting for the ceiling and
50mm glasswool insulation in the cavity.
External Glazing (Rw 33): Acoustically rated glazing system including frame, which may entail 10mm
think laminated glass.
To achieve the nominated internal noise criteria will require external openings to be closed when these
habitable rooms are occupied. Therefore, an air‐conditioning/mechanical ventilation system that does not
degrade the internal acoustic environment or the sound isolation of the building envelope, and also meets
the ventilation requirements of the Building Code of Australia may need to be installed.
6.6 Predicted Drive‐Thru Noise Levels
The noise emissions from the drive‐thru have been predicted at the proposed Linea Houses. It is anticipated
that there are minimal vehicle movements through the drive‐thru and only between the daytime and
evening hours of 7am and 10pm.
Preliminary calculations indicated that a 2.5m high acoustic fence (2.5m above the height of the Hotel
driveway) would be required along the eastern boundary adjacent the Hotel site as presented in Figure 6.1.
On this basis, the predicted noise levels from 15 vehicles in a 15 minute period have been predicted and are
presented in Table 6.2.

7. IGA Shopping Centre Noise Immissions
7.1 Overview
As presented in Figure 2.1, the IGA Shopping Centre has a loading dock located adjacent the south‐eastern
boundary of the subject site. Additionally, the IGA air‐conditioning and refrigeration plant is located on the
rooftop plant deck near the loading dock area.
Delivery vehicles access the IGA loading area through the existing carpark. It has been assumed that there
would only be a limited number of delivery vehicles required to service the IGA on any given day and only
between the daytime and evening period hours of 7am and 10pm. The loading dock area has the potential
to impact on the multi‐storey unit building shown in Figure 3.1, which is located approximately 16m from
the loading dock.
The noise emissions from the rooftop plant deck have previously been measured by ASK Consulting. It is
understood that some items of plant would operate for 24 hours per day. The mechanical plant deck has
the potential to impact on the multi‐storey unit building, the house lots and the Linea Houses shown in
Figure 3.1, which are located approximately 23m from the rooftop plant deck.
7.2 Noise Source Data
In relation to the loading dock and carpark noise emissions, source noise level data has been adopted from
ASK’s library of noise measurements and is presented in Table 7.1.

In relation to the plant deck noise emissions, noise measurements were previously undertaken on the roof
adjacent the plant deck as 57 dBA Leq at 11m.
7.3 Noise Criteria
As discussed in Section 4, it is proposed to adopt the acoustic quality objectives as noise criteria for the
assessment of noise immissions onto the development, these are as follows:
Daytime and Evening: 42 dBA LAeq,adj,1hr, 47 dBA LA10,adj,1hr and 52 dBA LA1,adj,1hr.
Night: 37 dBA LAeq,adj,1hr, 42 dBA LA10,adj,1hr and 47 dBA LA1,adj,1hr.
7.4 Predicted Loading Dock and Carpark Noise Levels
The noise emissions from the IGA Carpark and Loading Dock have been predicted at the nearest sensitive
locations onsite.

Page 22
There are 13 carparks located adjacent the western boundary of the carpark, these parks are typically used
by onsite staff and therefore likely to be occupied all day with minimal turn over. These parks are located
nearest the short term residential accommodation building and are shielded by an existing 2.0m high
acoustic fence. On this basis, the predicted noise levels from 13 vehicles arriving or departing these parks in
a hour period have been predicted and are presented in Table 7.3.

Delivery vehicles access to the IGA loading area is through the existing carpark. It has been assumed that
there would only be a limited number of delivery vehicles required to service the IGA on any given day and
only between the daytime and evening period hours of 7am and 10pm. The predicted noise levels from an
LRV delivery truck are presented in Table 7.4.

The predicted LRV noise levels exceed the nominated external noise criteria at the proposed short term
residential accommodation building. There are two options for reducing noise impacts from trucks at the
loading dock area onto the proposed unit building as follows:
Installation of large acoustic barrier adjacent the western boundary of the IGA in the order of 5m
high, or
Incorporation of noise attenuation upgrades into the facade of the proposed unit building to achieve
the internal noise criteria.
To achieve the internal noise level criterion of 45 dBA L1,adj,1hour a 28 dBA reduction is required across the
building facade. This can be achieved with an Rw 37 acoustically rated glazing system (which is likely to be
achieved with 12.76mm thick laminated glazing system).
To achieve the nominated internal noise criteria, will require external openings to be closed when these
habitable rooms are occupied. Therefore, an air‐conditioning/mechanical ventilation system that does not
degrade the internal acoustic environment or the sound isolation of the building envelope, and also meets
the ventilation requirements of the Building Code of Australia may need to be installed.
7.5 Predicted Mechanical Plant Noise Levels
The noise emissions from the IGA rooftop plant deck have been predicted at the nearest proposed sensitive
locations onsite.
The noise emissions from the rooftop plant deck have previously been measured by ASK Consulting. It is
understood that some items of plant would operate for 24 hours per day. The predicted noise level from
the mechanical plant deck at nearest proposed sensitive location of the unit building is 51 dBA Leq, the
nearest proposed sensitive house and Linea houses are at an equivalent distance and therefore an
equivalent noise level is expected.
8816R01V01.docx 20
Page 23
ASK has been advised that to reduce the potential noise impacts from the IGA’s mechanical plant, it is
proposed to mitigate the plant at the noise source i.e. install noise attenuation at the source. In order to
achieve the external noise criterion of 37 dBA Leq,1hour, an acoustic screen is required around the IGA plant
deck as shown in Figure 7.1. The acoustic screen is required to be 1.0m higher than the tallest item of plant
on the plant deck. The acoustic screen can be constructed from a gap‐free solid material such as 9mm thick
FC.

8. Peregian Beach Community Kindergarten Noise
Assessment
8.1 Overview
The Peregian Beach Community Kindergarten is located to the north of the subject site as indicated in
Figure 2.1. The centre of the outdoor play areas are located approximately 25m from the boundary of the
subject site. Noise emissions from outdoor play areas are required to be assessed.
It is understood that the kindergarten has 22 children aged between 2.5 and 4.5 year old on any one day,
and operates between the hours of 8.45pm and 2:45pm.
8.2 Noise Source Data
Noise emissions from children in outdoor play areas have been predicted at the nearest sensitive receivers
using the following sound power levels (Lw) for a group of 10 children:
2‐3 years general activity in outdoor play areas: 85 dBA Lw,eq
3‐6 years general activity in outdoor play areas: 87 dBA Lw,eq
The nominated 3‐6 years sound power levels are considered appropriate for this assessment.
8.3 Noise Criteria
As discussed in Section 4, it is proposed to adopt the acoustic quality objectives as noise criteria for the
assessment of noise immissions onto the development, these are as follows:
Daytime and Evening: 42 dBA LAeq,adj,1hr, 47 dBA LA10,adj,1hr and 52 dBA LA1,adj,1hr.
Night: 37 dBA LAeq,adj,1hr, 42 dBA LA10,adj,1hr and 47 dBA LA1,adj,1hr.
8.4 Predicted Noise Levels
Based on the nominated assumptions, the predicted average noise levels at the proposed houses (25m
from the centre of the outdoor area) are 54dBA Leq.
The predicted noise levels exceed the nominated external acoustic quality objective criterion of 42 dBA Leq
during the daytime period. With the external glazing closed, a noise reduction of 20dBA is anticipated
across the facade. Therefore, in order to achieve the internal acoustic quality objective criterion of 35 dBA
Leq the external glazing would simply need to be closed.
Therefore, no further mitigation measures are nominated to reduce the potential noise impacts from the
Peregian Beach Kindergarten.

Page 25
9. Mechanical Plant Emissions
9.1 Noise Criteria and Limits
To comply with the Queensland Environmental Protection Act criteria for air‐conditioning equipment, the
noise generated from mechanical plant must not exceed the background noise level by 3 dBA from 10pm to
7am, and 5 dBA from 7am to 10pm.
From the noise logging results the lowest 10% of the background noise levels (L90) have been used to
calculate the mechanical plant noise limits at nearby sensitive receivers and are presented in Table 9.1.
Table 9.1 Mechanical Plant Noise Limits
Background Component ‘Design’
Noise Level Measured Limit
Time Period Criteria Limit
LAeq,adj,T dBA
L90 dBA LAeq,adj,T dBA
Day (7am – 6pm) Background + 5 dBA 38 43 41
Evening (6pm – 10pm) Background + 5 dBA 38 43 41
Night (10pm – 7am) Background + 3 dBA 34 37 34
From Table 9.1 the measured limits are the resulting noise levels from both mechanical plant and existing
background noise levels, while the component limits are only mechanical plant noise levels.
9.2 Assessment
At this stage the detailed mechanical plant information is still being finalised, and it is recommended that
the plant is selected, designed and located to achieve the component ‘design’ noise limits presented in
Table 9.1. This should be achievable with appropriately selected, located and attenuated mechanical plant.

Page 26
10. Recommendations & Conclusion
A noise assessment has been conducted for the proposed Essence of Peregian Beach residential
development to be located at 215 David Low Way, Peregian Beach. The results and recommendations of
the assessment are as follows:
Potential noise impacts from the Peregian Beach Hotel have been assessed onto the proposed
development and the assessment resulted in the following:
○ It is proposed to mitigate the Hotel’s mechanical plant noise emissions at the source.
○ To reduce noise impacts from the amplified music, it is recommended that the facade of the Linea
Houses are upgraded in accordance with Section 6.5. To achieve the nominated internal noise
criteria, will require external openings to be closed when these habitable rooms are occupied.
Therefore, an air‐conditioning/mechanical ventilation system that does not degrade the internal
acoustic environment or the sound isolation of the building envelope, and also meets the
ventilation requirements of the Building Code of Australia may need to be installed.
○ To reduce noise impacts vehicles in the from the drive‐thru, it is recommended that 2.5m high
acoustic barrier is constructed in accordance with Section 6.6.
Potential noise impacts from the IGA Shopping Centre have been assessed onto the proposed
development and the assessment resulted in the following:
○ To reduce noise impacts loading dock and carpark vehicles, it is recommended that facade of the
unit building is upgraded in accordance with Section 7.4.
○ It is proposed to mitigate the IGA’s rooftop plant deck with an acoustic screen around the plant
deck, 1.0m higher than the top of the mechanical plant, as presented in Figure 7.1.
Potential noise impacts from the Peregian Beach Community Kindergarten have been assessed onto
the proposed development and indicated that the internal noise level criterion can be achieved with
the external windows closed, therefore no additional upgrades are recommended. To achieve the
nominated internal noise criteria, will require external openings to be closed when these habitable
rooms are occupied. Therefore, an air‐conditioning/mechanical ventilation system that does not
degrade the internal acoustic environment or the sound isolation of the building envelope, and also
meets the ventilation requirements of the Building Code of Australia may need to be installed.
Mechanical plant is to be designed, selected and located to achieve the noise limits nominated in
Table 9.1 outside adjoining residential dwellings as outlined in Section 9.

Appendix A Glossary
Parameter or Term Description
dB The decibel (dB) is the unit measure of sound. Most noises occur in a range of 20 dB (quiet
rural area at night) to 120 dB (nightclub dance floor or concert).
dBA Noise levels are most commonly expressed in terms of the ‘A' weighted decibel scale, dBA.
This scale closely approximates the response of the human ear, thus providing a measure of
the subjective loudness of noise and enabling the intensity of noises with different
frequency characteristics (e.g. pitch and tone) to be compared.
Day The period between 7am and 6pm.
Evening The period between 6pm and 10pm.
Night The period between 10pm and 7am.
Free‐field The description of a noise receiver or source location which is away from any significantly
reflective objects (e.g. buildings, walls).
L1 The noise level exceeded for 1% of the measurement period.
L10 The noise level exceeded for 10% of the measurement period. It is sometimes referred to
as the average maximum noise level.
L90 The noise level exceeded for 90% of the measurement period. This is commonly referred
to as the background noise level.
Leq The equivalent continuous sound level, which is the constant sound level over a given time
period, which is equivalent in total sound energy to the time‐varying sound level, measured
over the same time period.
Leq,1hour As for Leq except the measurement intervals are defined as 1 hour duration.
Lmax Maximum A‐weighted sound pressure level.
Leq(24 hour) The average Leq noise level over the 24‐hour period from midnight to midnight.
L10(18 hour) The arithmetic average of the one‐hour L10 values between 6am and midnight. This
parameter is used in the assessment of road traffic noise.
Rw Weighted Sound Reduction Index – is a single number evaluation of the property of a
partition to attenuate sounds. For the majority of partitions, the value of Rw will be similar
to the value for STC. Partitions with particularly poor performance at 100 Hz may have
lower values for Rw than for STC. Conversely, partitions with poor performance at 4000 Hz
may have higher Rw than for STC. (As per AS1276.1‐1999).
Habitable Rooms According to the "Building Code of Australia" a Habitable Room is: " a room used for normal
domestic activities and
Includes a bedroom, living room, lounge room, music room, television room, kitchen,
dining room, sewing room, study, playroom, family room, home theatre, and sunroom, but
Excludes a bathroom, laundry, water closet, pantry, walk‐in wardrobe, corridor, hallway,
lobby, photographic darkroom, clothes drying room, and other spaces of a specialised
nature occupied neither frequently nor for extended periods."

1.0 INTRODUCTION
This document contains information regarding the stormwater quality management of the proposed
Essence of Peregian Beach development at 215 David Low Way, Peregian Beach in support of a
Material Change of Use (MCU) application. The proposal consists of a total of 58 accommodation
units.
Noosa Shire Council (NSC) requires that stormwater quality be appropriately managed and treated
prior to discharge from the site. The Queensland State Planning Policy (SPP, 2016) also requires
that urban development projects demonstrate how the potential impacts to receiving environments
are mitigated. The objective of this report is to outline the requirements for effective stormwater
quality management at the site.
2.0 SITE DESCRIPTION
2.1 Site Location
The site is located at 215 David Low Way, Peregian Beach and is described as Lot 77 on

2.2 Land-use, Topography and Drainage
The development area is currently vacant land and represents the balance lot from the Peregian
Village Market. The lot is currently being reconfigured, as per application No. 152010.627.03. A plan
sealing application is currently with NSC (PS16/0034) and is expected to be released imminently.
The site is approximately 2.312 ha in area, with the development area being approximately 1.165
ha. The site slopes at approximately 5% from the east (David Low Way) to the west (Noosa National
Park). The site will ultimately drain to Lake Weyba.
2.3 Proposed Land-use
The proposal is for a residential development consisting of a total of 58 accommodation units
comprising the following:
20 one-bedroom motel units (visitor accommodation);
12 one and two-bedroom dual use units (visitor and/or residential accommodation); and,
26 three and four-bedroom detached dwellings.
The remainder of the development area will comprise service roads, parking and landscaped areas.
Refer to the Proposed Development Plan in Appendix A.
3.0 WATER QUALITY AND TREATMENT OBJECTIVES
This section of the Stormwater Management Plan (SMP) will demonstrate how the proposed
stormwater quality management strategy complies with the requirements of the NSC and the SPP
(2016) in terms of demonstrating how the relevant stormwater pollutant reduction objectives will be
met.
Stormwater runoff generated from the site must achieve pollutant load reduction targets (Table 1)
and be demonstrated through the use of appropriate modelling software.
Table 1 – Pollutant Reduction Targets for South East Queensland
Pollutant Type Reduction Objective
Toal Suspended Solids (TSS) 80% reduction in average annual load of pollutants
Total Phosphorus (TP) 60% reduction in average annual load of pollutants
Total Nitrogen (TN) 45% reduction in average annual load of pollutants
Gross Pollutants (GP) 90% reduction in average annual load of pollutants
3.1 Water Quality Objectives
The site ultimately drains to Lake Weyba. Table 2 outlines the specific performance criteria required
within receiving waters for Lake Weyba as identified in ‘Noosa River Environmental Values and
Water Quality Objectives Basin No. 140 (part)’, including Kin Kin Creek, Teewah coastal creeks,
Lakes Cooroibah, Cootharaba, Doonella and Weyba (Environmental Protection Water Policy, 2009).
Lake Weyba is identified on Plan WQ1401 of the Environmental Protection (Water) Policy (2009)
Southeast Queensland Map Series as being fresh water wallum tannin-stained Streams.

3.2 Area of Treatment
The total area of the proposed development is approximately 1.165 ha consisting of groundcover,
roof area and road area. With the topography of the site and the proposed development layout, the
entire site can be treated for water quality purposes.
The treatable area of the site has been divided into three (3) catchments. The three (3) catchments
are discussed further in Section 4.2 and can be seen in the Preliminary Stormwater Management
Layout in Appendix B.
4.0 WATER QUALITY MODELLING ASSESSMENT/APPROACH
4.1 Scenario Methodology
The site was modelled using split catchment source nodes, comprised of roof area, road area and
groundcover nodes.
4.2 Proposed Stormwater Treatment Train
The following mitigation measures are proposed for the overall stormwater management at the site.
Stormwater runoff from the site will be treated by three (3) bioretention basins prior to discharge off
site.

The following mitigation measures are proposed for the overall stormwater management at the site.
All three (3) bioretention basins discussed below will have filter media established to a depth of 0.5
m depth, with a 0.1 m and 0.2 m transition and drainage layer respectively. The extended detention
depth is 0.3 m. Refer to the Preliminary Stormwater Management Layout in Appendix B for details.
Catchment A: This catchment includes runoff from the ‘entry’ portion of the road, the roof area of the
hotel building and associated ground area. The catchment is treated by Bioretention Basin A, which
has a surface area of 29 m2 and a filter area of 20 m2.
Catchment B: This catchment includes runoff from the roof areas and associated ground areas of
the units in the central island (1 to 9) and five (5) of the terrace units (22 to 26). The catchment is
treated by Bioretention Basin B, which has a surface area of 15 m2 and a filter area of 10 m2.
Catchment C: This catchment includes runoff from the roof areas and associated ground areas of
the units on the northern edge of the site (10 to 16) and five (5) of the terrace units (17 to 21). The
catchment is treated by Bioretention Basin C, which has a surface area of 71 m2 and a filter area of
50 m2.

4.3 MUSIC Model Parameters
The MUSIC Modelling Guidelines – South East Queensland Version 1.0 (2010) was used to source
base and storm flow concentrations and runoff generation. The model was calibrated using the
Bureau of Meteorology (BOM) data from Nambour, 1989-1998 at a 6-minute time step. This is in
accordance with Water by Design’s MUSIC Modelling Guidelines – South East Queensland Version
1.0 (2010). All source nodes were set up in accordance with this guideline, specifically for split
catchments. No routing of drainage links was adopted for the purpose of taking a conservative
approach. This approach assumes that the flow through the drainage system takes no time, which
over estimates the likely pollutant load. MUSIC version 6.2.1 was used for this assessment.
4.4 Land Use/Source Node Areas
The proposed development is comprised of short stay units, dual use accommodation apartments,
permanent residential dwellings, entrance and access roads and landscaped areas. Each catchment
has been divided into three (3) source nodes for MUSIC modelling purposes. These source nodes
include treated roof, groundcover and road/hardstand areas (Table 4).

4.5 Pollutant Reduction Results
MUSIC modelling of the proposed stormwater treatment strategy for the development was performed
to ensure the required load based pollutant load reduction objectives were achieved for the
development as a whole.
The target reductions in stormwater pollutants are based on a comparison of an unmitigated
scenario, having no treatment on site, and the mitigated scenario, which has stormwater treatment
measures incorporated onto the site. The results of the overall site MUSIC model can be found in
Table 5. Table 5 demonstrates that compliance has been met or exceeded for all of the required
pollutant load reduction objectives required by NSC and the SPP (2016).

STORMWATER MANAGEMENT PLAN Client: Thomco (No 2087) Pty Ltd Location: 215 David Low Way, Peregian Beach 5.0 MAINTENANCE PERIOD The proposed bioretention basins will be installed at the end of the building construction phase when the site is stabilised. 5.1 Maintenance During ‘Construction Period’ Erosion and sediment control devices will be installed at the commencement of the works to capture and treat runoff during construction works. The sediment control devices should be cleaned out as required and at the end of the works. During the construction stage, all sediment control devices are to be inspected weekly, after runoff generating rain events and prior and after prolonged site shut downs (e.g. holiday periods). 5.2 Maintenance During ‘Maintenance Period’ In order to establish vegetation and treatment functions in bioretention systems, the filter media must be protected from pollutants commonly generated in the construction phases. It is therefore recommended that the filter media be protected via geofabric and turf during construction. Upon completion of the construction phase, the protective measures can be removed. During the operational phase, regular maintenance of the bioretention system is required to ensure comprehensive vegetation establishment, a critical component in stormwater pollutant uptake. 6.0 CONCLUSIONS AND RECOMMENDATIONS This SMP has provided detail regarding the proposed stormwater treatment strategy for the Essence of Peregian development. The strategy makes use of bioretention basins to treat surface runoff prior to discharge to the Council Reserve to the west of the site. The proposed strategy achieves the required pollutant reduction targets required by NSC and the SPP (2016). Covey Associates Pty Ltd 8 Project No: 162042 Consulting Engineers 100949Rpt Issue A
