Risks & Opportunities
In the November 2020 and February 2021 Capital Program Delivery Status Report it was stated that
there was substantial risk surrounding the delivery of the Capital Program due to resignations and
resourcing constraints within the Design and Delivery team. This risk has greatly reduced following
the appointment of the Delivery Coordinator, who has quickly adapted to working within Noosa
Council’s Project Delivery team.
There have been risks in project cost estimations, with tendered prices returning significantly higher
than expected due to a saturated market caused by the recent influx of stimulus grants. This has
become more apparent through the evaluation of recent tender submissions.
Additionally, there are risks surrounding the supply of materials for construction. This has been
evident with the supply of steel reinforcement bars for concreting works, as well as the supply of
certain timbers. This risk can be mitigated by allowing for additional time to complete major projects
involving large material requirements.
