Finance
Despite the disruption of Covid-19, the Community Services Department has completed the third
quarter of 2020/21 in a strong financial position, being $3.214M favourable to budget year-to-date.
As all operations as function near to business as usual this position may reduce given the need to
undertake additional expenditure.
Revenue was $2.53M favourable due to higher waste revenues of $1.425M driven by higher rates,
disposal fees and sale of recyclables. Community Facilities revenue was above budget by $958K
mainly due to earlier re-opening of NAC and NLC. Local Laws was $104K above budget due to
higher infringement and SPER revenues.
Expenses were $684K favourable, mainly due to lower employee costs of $456K. Materials and
Services expenses were also below across the department due to operational expenses delayed
through Covid-19.
The surplus will be partially taken up in the 3rd Quarter Budget Review.
Risks & Opportunities
The major risks facing the department include:
maintaining adequate health, hygiene and mitigation measures in response to the coronavirus
Covid-19 pandemic;
managing business-as-usual tasks within Covid-19 and bushfire recovery workloads;
managing waste and associated emissions;
responding to funding changes in Noosa Community Support; and
managing transition of key staff close to retirement.
The main opportunities the department is investigating include:
investigating new models of service and operation as a result of Covid-19;
implementing new service models for the Library’s outreach services;
supporting organisations access recovery funding;
diversifying revenue streams; and
