Dear Peter,
Re: - Bushfire Hazard Assessment and Response to Bushfire Overlay Code – 186
Cooroy-Noosa Road, Tewantin
Please find attached pour amended Bushfire Hazard Assessment and Management Plan. Please note form the version
which was issued to Council as part of the Information request we have removed the proposed 2.4 metres high fence
along the eastern edge of the development footprint.
We are aware that Council raised issue with regard to the fence within the Q10 level and its potential impact of flooding.
Please note the recommendation and specification for the 2.4 m non-flammable fence was an add-on to the overall
bushfire mitigation measures and did not form a key mitigation infrastructure where if it were not in place this would place
buildings and future residents at an un-acceptable level of risk for bushfire.
The Bushfire Hazard Assessment and Management Plan specifies that the proposed habitatble structures be set back
from any retained vegetation to the east by a setback to would ensure they would be exposed to a maximum Radiant
heat flux of 19 kW/m2. That allows the structures to be constructed to comply with the Building Code of Australia by
being deemed to comply with all structures backing onto the setback to be constructed to a Bushfire Attack level of 19
(BAL-19) when assessed as part of the Building Application.
I would note that our assessment of the vegetation within the Lomandra Place Bushland Reserve has been determined
to be an area of Low bushfire hazard based on the width of the waterway corridor, it never-the-less could become
involved in a bushfire and while the Fireline intensity is not likely to exceed 4,000 kW/m, it is prudent to ensure, all
habitable structures within the Camara Care facility are sufficiently setback from the retained vegetation to the east that it
is at an acceptable risk.
We would note the compliance to a Radiant heat flux of 19kW/m2 would be deemed under the State Planning Policy –
Natural Hazards, Risk and Resilience to be an acceptable risk. This setback is augmented by regular maintenance and
an effective Emergency Action plan for bushfire in that a number of response measures would be
