PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 8 JUNE 2021
The application was refused as while the area is intended to be developed for duplex dwellings being
zoned Attached Housing under The Noosa Plan 2006, the proposed built form was non-compliant
with a number of key development parameters, as identified in the table below:
These key development parameters are designed to ensure buildings are consistent in scale and
bulk with surrounding development in the area, buildings do not present an appearance of excessive
bulk, preserve the amenity of the surrounding area, allow soft landscaping between buildings and
adequate recreation area at ground level for residents.

*The applicant’s calculation of GFA (for plot ratio) and site cover differs from the officer’s assessment.
The proposal exceeds the maximum permitted gross floor area, significantly exceeds site cover and
results in a building scale and bulk that is not consistent with surrounding development. While only
a small portion of the development exceeds the 2 storey height limit, this contributes additional
building bulk, means the building is more prominent in the street and results in intrusion into side
building setbacks.
