Information Request MCU16/0090
Officer :Glen Conforti Direct Telephone: 07 53296241 Our Reference :MCU16/0090 Your Reference :Sunshine Butterflies 6 September 2016 Sunshine Butterflies Inc C/- RG Strategic PO Box 1363 NOOSA HEADS QLD 4567 Dear Sir/Madam Information Request Sustainable Planning Act 2009 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No: MCU16/0090 Proposal: Development Permit for Material Change of Use of Premises for Wellbeing Type 2 - Social Street Address: 468 McKinnon Dr COOROIBAH QLD 4565 Real Property Description: Lot 2 RP 214534 Planning Scheme: The Noosa Plan (16 September 2013) information required The information requested is set out below: Issue - Plans A landscape master plan has been submitted. The master plan does not provide sufficient information about the GFA of the uses proposed on site. Information Required Please provide plans and/or a schedule/table of Planning Scheme uses proposed (as close as practicable) and the allocated GFA for such uses. Issue – Site vehicle access Providing safe and efficient vehicle access to the site is an integral part of the development. The proposed access to and exit from the site are directly to McKinnon Drive and the extent of any external works will be at the discretion of Main Roads. A preliminary assessment of the proposed road improvements at the entrance to the site suggest the works proposed are the absolute minimum necessary and that it would be advisable, due to the type of traffic and passengers, to construct a more suitable access. There is also some concern regarding the proposed gravel access driveways. Council’s standard drawing for a rural access driveway, RS-056, indicates the area between the road formation and the property boundary is constructed with a 2 coat bitumen seal. It is also noted the submitted planning report make comments regarding additional events (camp outs, social club, other special events) but the traffic comments make no reference to these events or how the additional traffic and parking demand will be addressed Information Required Provide plans that clearly define the areas of the access driveways and on-site carparking areas that are to be constructed with a sealed surface and the remaining gravel surfaces. Provide detail on the types of surfacing proposed. Provide additional detail on how the proposed development will address the additional traffic and parking demands created by the proposed additional events. Provide written approval from the Department of Transport and Main Roads for the proposed access points (2) and any proposed road improvements. Issue – Effluent Disposal The Tectonic Geotechnical report does not take into account some of the future uses at completion, such as the respite house being for short and long term stays, the café/ kitchen, conference room, overnight camp outs and the Saturday night social club activities 6 times per year. Additional effluent flows from these activities have not been considered. There are also some differences between the estimated persons using the site in the planning report and figures used in the geotechnical report. It is noted that Plumbing Services has advised that an approval has been given for an upgrade of the treatment system and 17 fixtures only (PL16/0243) and the proposed café/kitchen was not part of that application. Information Required The submitted geotechnical report should be amended to include all proposed uses and make reference, where necessary, to any additional facilities that may be required for infrequent special events. End of Information Request Under the provisions of the Sustainable Planning Act 2009, you have three options available in response to this Information Request. You may give the assessment manager (in this instance Council) and each referral agency (if any): all of the information requested; or part of the information requested together with a letter asking the assessment manager and each referral agency to proceed with the assessment of the application; or a letter; stating that you do not intend to supply any of the information requested; and asking the assessment manager and each referral agency to proceed with the assessment of the application. Please be aware that under Section 279 of the Sustainable Planning Act 2009 the applicant must respond to the Information Request within 6 months of the request or otherwise the application lapses. A response to the above is required to be submitted, prior to further assessment of the application. If any further matters arise as part of assessment of this application, you will be advised accordingly. Council prefers that all the information requested be submitted as one package. A preliminary assessment only of the application has been undertaken and during the formal decision stage, or as a result of public exhibition, other matters may arise. You are requested to advise your client directly regarding this request. Should any Concurrence Agency make an Information Request, you are reminded of your obligation to provide Council with a copy of the information provided to that Concurrence Agency.
