EXECUTIVE SUMMARY
On 27 April 2014 Council received a proposal from the Noosaville Business Association Inc. for
the operation of a monthly night market to be held in Thomas Street, Noosaville between Mary
Street and Gympie Terrace. Following public and commercial consultation undertaken by the
Association and the market organiser (Noosa Farmers Market), a market permit was issued by
Council for a trial period of three night markets to be held monthly between October and December
2014, after which time a review of the market operation would be undertaken by Council to
determine continuance of the market permit. The trial period expired in December 2014.
Feedback received indicates that there have been differing views on the outcome of the night
market trial, but all parties have been generally supportive of the original concept. Since the trial
commenced, the Homemaker Centre Body Corporate Committee has however provided feedback
that the markets have negatively impacted on the Homemaker Centre as follows:
There is a monopoly of the Homemaker Centre car park by market stallholders and patrons;
There is loss of trading to some of the Homemaker Centre tenants;
There is an increased cost to the Homemaker Centre, through provision of traffic controllers to
manage parking; and
There is congestion within the Noosaville area due to the road closure required for market
operation.
This report considers a number of options as to the future of the night market concept. As a result
of the parking and congestion issues raised by the Homemaker Body Corporate Committee it is
proposed that the existing market permit not be extended to 30 June 2015 to the Noosaville
Business Association Inc.; until such time as an agreed congestion management strategy is
developed and agreed between the Noosaville Business Association Inc, and the Homemaker
Centre Body Corporate Committee and provided to Council for consideration (i.e. Option 1).
RECOMMENDATION
That Council note the report by the Property and Facilities Manager to the Planning & Organisation
Committee Meeting dated 3 February 2015 and only extend the existing market permit to 30 June
2015 to the Noosaville Business Association Inc. if a congestion management strategy is agreed
to between the Noosaville Business Association Inc. and the Homemaker Centre Body Corporate
Committee and provided to Council for consideration.
