EXECUTIVE SUMMARY
This report highlights the organisation’s progress in implementing the Council’s Operational Plan
projects as at the second quarter of 2014/15. It also reports to the Council a range of Key
Performance Indicators (KPIs) that have been developed to monitor and improve performance
management within Council. These KPIs continue to be a work in progress and will be improved
over time to assist in improving the management of the organisation.

RECOMMENDATION
That Council note the report by the Acting Chief Executive Officer to the Planning & Organisation
Committee Meeting dated 3 February 2015 providing an update on progress with the
implementation of the Operational Plan to 31 December 2014 and details of Key Performance
Indicators.

REPORT
Pursuant to the Local Government Act, the Chief Executive Officer is required to provide a report
to Council on a quarterly basis on the progress towards achievement of the Council’s Operational
Plan. This report addresses the progress towards achievement of Operational Plan goals in the
first six months of the financial year 2014/15 i.e. to 31 December 2014.

Although not a legislative requirement, a series of Key Performance Indicators (KPIs) are also
reported to Council on a quarterly basis. As noted in the first quarterly report, very few Councils in
Queensland provide this level of detail in Council reports and of those that do, not all provide it in
the public domain. The CEO’s intention is to provide “warts and all” reporting to Council that clearly
identifies successes and challenges.

ABOUT KPIS
 KPIs are not always an exact measure of performance or outcomes. They can however,
                          provide indicators of issues to be addressed or monitored;
 A significant benefit of KPIs is the ability to monitor trends over time or to compare to either
                          external or self-determined benchmarks;
 Some KPIs are focused on inputs (e.g. a level of activity such as the number of phone calls)
                          while other KPIs are focused on outputs or outcomes (e.g. service assessment such as a
                          customer satisfaction rating);
 Theoretically, KPIs can measure almost anything, but not everything needs to be measured
                          nor does every measure add value to management decision making

                                                                                                         Page 20 of 122
