Previous Council Consideration

Ordinary Meeting, 28 August 2014, Item 7, Page 4
That Council note the report by the Disaster Management & Public Order Manager to the
Infrastructure & Services Committee Meeting dated 19 August 2014 and adopt the Council Local
Law Making Process as set out in Attachment 1 to the report.

Finance & Risk

There is a risk if Council does not continue with the Approved Process that the existing local laws
will fail to meet Council’s needs and achieve the strategic objective of having a practical and
relevant local law system in place to protect the Noosa community.

External Consultation - Community & Stakeholder

In accordance with the Subordinate Local Law making process, the public will be consulted and
invited to make written submissions supporting or objecting to the proposed local laws on or before
the last day of the consultation period.

In developing the proposed Subordinate Local Laws Ron Thomas, the Disaster Management &
Public Order Manager has consulted externally with: Surf Life Saving Queensland; the Department
of Transport and Main Roads; the Department of Local Government, Community Recovery and
Resilience; Hastings Street Association; and Queensland Health.

Internal Consultation

The development of the proposed Subordinate Local Laws has involved extensive internal
consultation across all areas of Council, which included the establishment of a working committee
made up of Council Staff from various business areas, and Cr Wellington and Cr Wilkie.

Prior to this recommendation to adopt to propose to make the proposed Local Laws and proposed
Subordinate Local Laws, the laws have been provided to the Mayor, CEO, all Councillors,
Department Directors, Executive Manager, Governance Advisor and various managers and
Council Officers for feedback.
