PBCK - Objection Submission
Attached to the e-mail PM Submission Object- Patrick Ozmin - MCU16/0153 & REC16/0041.
24th April 2017 Mr Patrick Murphy, The Assessment Officer, Noosa Shire Council [email protected] Dear Mr Murphy, Objection to the Scanlon Group Development Application 215-219 David Low Way, Peregian Beach MCU 16/0153 & REC16/0041 I write this objection on behalf of the Peregian Beach Community Kindergarten, it’s executive committee, teaching staff, families and most importantly, every child who has attended this exemplary community entity today, the past thirty years and for all the children of Peregian Beach and surrounds who will attend in the future. The proposed plans submitted by the Scanlon Group for the precinct behind the IGA are objectionable on a number of points. • The proximity of terrace housing proposed along the northern boundary of the subject site would present serious privacy and security issues for the children, parents and staff attending the Kindy. With House Type 3 set 2.5m back from the northern boundary and 7 of the Camden House types being only 1m set back from the northern boundary all being 8m in height. See attached mark up.The Camden House housing types propose living and balconies to the upper half of the dwelling which look down and across the Kindy site, Lane and car park. The houses are not detached and form blocks of built form that physically will be imposing. With a 1m set back little of no vegetation or landscaping will be able to grow and create nature buffer. Currently, the PBCK is a haven for our children to socialise, learn and grow without the fear of intrusion from outside and unwanted forces, something the proposed property would most certainly deprive it of. Further to this the proposed amendments to the Noosa Plan states a common 6m rear boundary setback for all new residential dwellings. The proposal does not take this into consideration.

• The large number of dwellings of a permanent nature and lack of appropriate onsite
parking would also certainly impact on what is already a heavily trafficked area along
Rufous St. Parking is at a premium in this area as it is and this proposal will only worsen
an already critical problem.
• The proposed fice ‘commercial’ properties along Rufous Lane again impacts negatively on
the PBCK and the ability of parents, staff and children to access the kindergarten safely.
The area is already congested with the tennis courts, community garden and as an

overflow carpark for the village. The proposed commercial space is located on the ground
floor of the Camden House plan.
• The very nature of the high density permanent, semi permanent and temporary
accommodation proposed here is in direct contrast to the ethos of Peregian Beach
Village, where a community atmosphere is paramount.
• The height limit for this site is 8m and the proposed conference and motel building
exceeds this. The 8m height limit should be applied to this site in line with the Noosa
Plan.
• There is little integration of the adopted Rufous Street Masterplan and there seems no
consideration to the amenity of the current lane and the future proposals such as the
pocket park and pedestrian linkages that form part of way finding and place making for
this part of Peregian Beach.
Peregian Beach is touted as a village with a village community mindset. The PBCK has been a
stalwart of this for over thirty years. All of the above points are decisively concerning, though
most of all, the threat of eight meter high buildings looming over the kindergarten, with
unsanctioned eyes of a natural and digital nature able to view our community’s children is
absoutely unacceptable.
The Peregian Beach Community Kindergarten objects to this proposal.
Regards
Patrick Ozmin & The Peregian Beach Community Kindergarten Committee
