REPORT
1. Background
Council, at its Ordinary Meeting of 15 November 2018, supported the development of a Shoreline
Erosion Management Plan (SEMP) for Noosa Spit and the provision of a quarterly update. The
technical work for the Noosa Spit SEMP is now complete and has been delivered to Council for
review.
This report recommends an implementation pathway for consideration of funding in the 2020/21
financial year.
2. Project Update
The project was conducted over multiple stages, with oversight from the Council’s internal Project
Control Group and consultation with the Department of Environment and Science. Each of these
stages can be found in the attached report and they include:
A historical review of erosion at Noosa Spit and a review of existing mitigation measures
(Section 2.2 and 2.3).
Review of the recent shoreline recession including identification of changes that caused an
acceleration of recent erosion (Section 2.4.1).
Development of a numerical coastal processes model (Section 3).
Evaluation of different river mouth alignments, including a ‘breakthrough’ event at Doggie
Beach (Section 3.6).
Shoreline erosion mitigation options (Section 4).
