1. Introduction
1.1. Background
TTM Consulting has been engaged by Hass Holdings Pty Ltd to prepare a traffic engineering
report investigating a proposed service station, shop and fast food facility. It is understood
that a Development Application will be lodged with Noosa Shire Council (NSC).
1.2. Scope
This report investigates the transport aspects associated with the proposed development. The
scope of the transport aspects investigated includes:
Parking supply and layout;
Identification of likely traffic volumes, distribution and impact of the future development
on the public road network;
Access configuration;
Internal road layout to provide efficient and safe internal manoeuvring for service vehicles;
and
Suitability of access and internal facilities to provide for pedestrian and cyclist operation.
To assess the proposed transport arrangements, the development plans have been assessed
against the following guidelines and planning documents:
The Noosa Plan, specifically:
- Part 14, Division 13 Driveways and Carparking Code;
- Part 14, Division 18 Transport, Roads and Drainage Code;
- Planning Scheme Policy 5 – Engineering and Design Standards – Roads, Drainage and
Earthworks;
- Planning Scheme Policy 26 – Motorcycle and Motor Scooter Parking;
- Park 6 – Cooroy and Lake McDonald Locality Plan;
Australian Standard 2890 series;
Austroads Guide to Road Design; and
Guideline for the Assessment of Road Impacts of Development.

2. The Proposed Development
2.1. Development Profile
The proposed land uses for this development are summarised in Table 2.1 and development
plans are provided in Appendix A.
Table 2.1: Proposed land uses
Use Area/Qty
Service Station/Shop 195m2 (8 bowsers)
Fast Food 330m2 (255m2 dining)
2.2. Access
The development plan includes two accesses from Taylor Court with the following
arrangements:
Northern Taylor Court Access:
- Modified Type B2 drive way crossover. The exit splay to the north has been
exaggerated to ensure suitable exit movements by articulated and larger vehicles;
- 9m wide at the property boundary;
- Priority control with only exit movements permitted.
Southern Taylor Court Access:
- Type B2 drive way access/egress;
- 9m wide at the property boundary; and
- Priority control with all turns permitted.
2.3. Parking
The development proposal includes the following parking supply:
36 visitor/general spaces including:
- 1 PWD bay;
- 1 air/water bay;
4 motorcycle spaces; and
An overflow parking area for cars and trucks.

3. Existing Transport Infrastructure
3.1. The Road Network
The majority of roads in the immediate vicinity of the site are administered by NSC, the
exception being the Bruce Highway which is a state controlled road. The hierarchy and
characteristics of roads in the immediate vicinity of the site are shown below in Table 3.1.
Table 3.1: Local Road Hierarchy
Road Speed Lanes Classification Road
Limit Authority
Taylor Court 50kph 2 (undivided) Local Road (industrial) NSC
Holts Road 60kph 2 (undivided, plus shoulder) Collector (industrial/rural) NSC
Myall Street 60kph 2 (undivided) Distributor (Urban) NSC
Bruce Hwy 70kph* 2 (partially divided, plus shoulder)* Highway DTMR
* See Section 3.2.
The Taylor Court carriageway is approximately 12m wide at the site frontage. The Holts Road
carriageway is approximately 11m wide at the site frontage with line marked 2m wide
shoulders and an impact barrier on the north/east side.
The Holts Road/Taylor Court intersection is priority controlled with give way signage and line
marking on the Taylor Court approach. Holts Road is widened in this location to provide a 3.5m
wide passing opportunity i.e. a basic right (BAR) turn treatment. The widening, excluding
tapers, is approximately 60m long which is consistent with Austroads design guidance for a
BAR treatment in a rural setting.
3.2. Transport and Land Use Planning
The existing Bruce Highway alignment and design is being upgraded as part of Bruce Highway
(Cooroy to Curra) Section A. The project is currently being delivered with works expected to be
completed in late 2016. The Cooroy interchange is impacted by these works and traffic
management measures are in place to divert traffic around construction sites. As this upgrade
will be completed before the proposed development could be operational, this assessment
only considers the layout of the interchange, including Myall Street, as it will be on opening
day.
On the opening day of the proposed development, the Bruce Highway will form a 4 lane
divided motorway with a posted 110kph speed limit. DTMR have provided plans of the
interchange which were prepared by GHD in 2014. The Myall Street/Holts Road intersection
will be formed as a priority controlled T intersection with the following features:
Two lane divided approach;
80m long right turn lane into Holts Road;
65m long left turn high angle slip lane with give way line marking into Holts Road; and
Site: Lot 3 Taylor Court, Cooroy 8
Reference: 16BRT0201
Section 10
Single lane approach on Holts Road It is anticipated that there will be a posted 60kph speed limit on this section of Myall Street. Holts Road beyond Taylor Court will essentially form a rural cul-de-sac, as it did before the construction of the interchange commenced. TTM are not aware of any other transport projects which may impact or be impacted by the development proposal. Land accessing Taylor Court comprises of 4 lots in addition to the subject site and is currently zoned for industry. The subject site and one other lot are currently used as part of construction of the Cooroy Interchange. TTM are not aware of any development applications or approvals over these industrial lots. As such, once the interchange construction project is complete, it is anticipated that all lots will be available for industrial uses. The cumulative lot area of these 4 industrial lots is 5.718ha (excluding the subject site). 3.3. Public and Active Transport Facilities The are no public transport facilities within 1km of the subject site. There is currently a pedestrian path along the south/east frontage of the subject site. There are no other path facilities on Taylor Court or Holts Road in the vicinity of the site. The 2m wide shoulders on Holts Road are generally sufficient to be used for cyclists, however signage or line marking for cyclists is not provided. It appears that the Cooroy Interchange project does not include active transport facilities. Site: Lot 3 Taylor Court, Cooroy 9 Reference: 16BRT0201
Section 11
4. Vehicle Parking Arrangements
4.1. Car Parking Supply
Council parking requirements for this type of development are identified in Table 4.1. The
town planners on the project, Project Urban, have advised that NSC identifies separate parking
for the service station and shop components of vehicle uses and a 50/50 split of GFA is used.
Table 4.1: Parking Supply Requirement
Land Use Council Requirement Extent Requirement Provision
Vehicle Uses
Shop 1 space/20m2 GFA 97.5m2 GFA 5
36
Service Station 5 spaces minimum 97.5m2 GFA 5
Food and Beverage 1 space/10m2 use area 255m2 use area 26
Total 36 36
The above parking supply is to include PWD parking in parking areas. The general Council
requirement is a minimum of 1 PWD space per 100 standard spaces. As such, 1 PWD (Class 4)
parking space is required.
The requirement of 10 parking spaces for the service station is considered high as
approximately 50% of the parking demand will come from cars stopped at the bowsers. This
results in an overall practical parking demand of 31 parking spaces. Further parking demand
reductions may occur where customers of the fast food facility also use the service station.
The development proposal includes the number of parking spaces required by Council. An
overflow area for truck, caravan and cars with trailers parking is provided on the western side
of the lot. The overall parking provisions are therefore considered suitable. The parking
provision will also be considered suitable if the number of formal spaces in the main parking
areas reduces to 31 through the detailed design process.
4.2. Motorcycle and Scooter Parking Supply
For the proposed land uses, Planning Scheme Policy 26 applies. This Policy requires 1
motorcycle/scooter parking space per 10 standard parking spaces required. As the
development requires 36 parking spaces, 4 motorcycle/scooter parking spaces should be
supplied.
The development provides 4 motorcycle/scooter spaces which is compliant with this Policy.
4.3. Car Park Layout
Table 4.2 identifies the characteristics of the proposed parking area with respect to the Council
requirements. The last column identifies the compliance of each design aspect. Where
compliance with Council is not achieved, further information is provided below.

The proposed carpark layout complies with all Council Requirements and is therefore
considered suitable.
Council does not identify internal queuing requirements for drive throughs. The proposed
development design allows for a minimum of 10 cars to queue clear of internal circulation
areas as shown in Appendix B (TTM Drawing 16BRT0201-03 Revision B). This is considered
suitable given the increased likelihood for patrons of the fast food facility to park and eat on-
site as a break in longer journeys.
TTM Drawing 16BRT0201-01 Revision C in Appendix C shows a recommended layout for
signage and line marking to improve on-site circulation and better define the overflow parking
area.

5. Historic Traffic Volumes
5.1. Peak Hour
The critical intersections for the proposed development are the Holts Road intersections with
Myall Street and Taylor Court. DTMR have provided surveyed peak hour volumes from 2009
which includes the Myall Street/Holts Road intersection. The data is contained in Appendix A
of a report entitled ‘Bruce Highway (Cooroy to Curra) Upgrade Section A (Cooroy Southern
Interchange to Sankeys Road).
From a review of aerial imaging, it appears that Taylor Court was constructed in 2009, however
was only occupied by a sawmill which may not have been in use at the time. To provide a
robust assessment, it is estimated that the 2009 traffic movements to and from Holts Road are
generated by existing rural uses beyond (south/west) of the subject site.
Figure 5.1 shows the 2009 surveyed peak hour traffic volumes at the Myall Street/Holts Road
intersection and estimated traffic volumes at the Holts Road/Taylor Court intersection.

5.2. Daily Traffic
DTMR also provided projections of daily traffic volumes for the Cooroy Interchange. Notes on
the volume diagrams identify that the volumes are taken from a series of different counts and
projected to a common year (2014). The volumes are prepared for the sole purpose of
assessing the interchange and intersection performance only. The notes further identify that
no growth has been applied for the Holts Road Industrial Estate which is the industrial estate
accessed from Taylor Court.
Table 5.1 shows these 2014 projected traffic volumes for both the ‘do nothing’ and
‘interchange’ upgrade options and compares them to 2015 DTMR traffic census data where
traffic volumes are available.
Table 5.1: Projected 2014 and Surveyed 2015 Daily Traffic Volumes

Table 5.1 shows that the estimations used by DTMR to determine traffic volumes on the Bruce
Highway adjacent to Holts Road are comparable to the recorded 2015 census data. There is a
discrepancy with the estimated traffic volumes on the Bruce Highway north of Holts Road and
the census data. This may be due to construction activity disrupting traffic and promoting
drivers to route around the vehicle counter. Census data identifies that traffic volumes on
Myall Street in the vicinity of Ferrells Road is between the two 2014 traffic estimations. This
could be due to:
traffic volumes on this road section being disrupted by construction activities;
some projected movements at the Cooroy Connection Road (Elm Street) interchange
not being available, or
the level of traffic drawn from Myall Street (to access the Bruce Highway via Cooroy
Connection Road) is not as high as predicted.
5.3. Heavy Vehicle Percentage
The surveyed and estimated traffic movements are provided in Figure 5.1. TTM estimate that
heavy vehicle (HV) percentages through the Myall Street intersection would be in the order of
10%, which is generally consistent with the 2015 HV percentage on Myall Street in the vicinity
of Ferrells Road (8.49%).

Section 15
6. Estimated Future Transport Demands
6.1. Future Traffic Volume Inputs
To estimate future traffic demands, TTM have made several estimations regarding:
Growth rates;
Base traffic volumes;
Opening day;
Holts Road Industrial Estate traffic generation;
Development traffic volumes;
Traffic distributions; and
Heavy vehicle percentages.
6.1.1. Growth Rates
The AADT forecasts provided by DTMR identify annual growth rates for the northbound on and
off ramp of the Bruce Highway and Myall Street varying between 1.7% and 2.9% in the ‘Do
Nothing’ and ‘Upgrade’ options. TTM have applied the higher growth rate of 2.9% p.a. to
determine future traffic volumes on Myall Street. This growth rate is also applied to determine
opening day traffic volumes.
6.1.2. Base Traffic Volumes
TTM have used through volumes on Myall Street at Holts Road as base volumes to determine
future traffic volumes. This will result in a robust assessment as the AADT projections provided
by DTMR indicate that traffic volumes on Myall Street at Holts Road will reduce with the
upgraded interchange.
6.1.3. Design Years
It is estimated that the approval and construction time frame would vary between 2 and 3
years. TTM have therefore assessed the development impact based on a 2019 opening year. As
such, the 10 year design horizon would be 2029.
6.1.4. Holts Road Industrial Estate Traffic
Given the proximity to the Bruce Highway, the Holts Road Industrial Estate is predicted to
comprise warehouse type uses rather than manufacturing. As noted in Section 3.2, TTM are
not aware of development applications or approvals over any lot in this estate. As such
applicants for other lots within this estate will be required to undertake their own traffic
assessments for their intended development application. Applying traffic from this estate is
intended to provide an informed assessment of the impact of the development proposal on
the Holts Road intersections with Myall Street and Taylor Court only. This analysis is not
intended to provide a detailed assessment of the impact of other lots outside the subject site.
Site: Lot 3 Taylor Court, Cooroy 14
Reference: 16BRT0201
Section 16
The RTA Guide to Traffic Generating Developments identifies a warehouse will generate
0.5vph per 100m2 GFA. Chapter 3 of the superseded Road Planning and Design Manual (DTMR)
identifies that the GFA for industrial sites is typically 45% of floor area. The 4 remaining lots in
the Holts Road Industrial Estate are 5.718ha in size and as such are estimated to have a
combined GFA of 25,731m². This results in a peak hour traffic generation of 129vph in each
peak hour based on the warehouse traffic generation rate.
The majority of trips in the peak hours are expected to be staff trips from Cooroy and west of
the Bruce Highway (50%). The remaining traffic is expected to distribute to the north (20%)
and south (30%) via the Bruce Highway.
Table 6.1 shows estimated traffic movements to and from these directions based on these
distribution estimations.
Table 6.1: Anticipated Distribution of Industrial Estate Traffic
Peak Hour Entry/Exit (% trips) North (vph) East (vph) South (vph)
Entry (80%) 21 51 31
AM
Exit (20%) 5 13 8
Entry (20%) 5 13 8
PM
Exit (80%) 21 51 31
To provide a robust assessment, these traffic volumes will be applied in the opening day.
6.1.5. Development Traffic Volumes
It is noted that there is not currently a specific operator of either the fast food facility or the
service station. To provide a robust assessment TTM will use the RTA traffic generation rate for
a McDonalds which is 180vph. For a service station this guideline identifies a traffic generation
rate of 0.66vph per 1m2 GFA. The service station has an area 195m2 GFA which equates to
129vph in each peak hour. This is approximately two vehicles accessing the site per minute,
which is considered to be suitably robust. It is noted that AM peak hour traffic generation for a
service station and fast food facility is generally lower than in the PM peak however these
traffic volumes will be retained for this assessment.
TTM have estimated that drop in trips would comprise 20% of through movements on Myall
Street. This equates to 66 drop in trips in the AM peak and 85 drop in trips in the PM peak. This
is results in a drop-in trip percentage of approximately 25% which is quite low, where drop in
trips are generally 75-80% of pass through traffic. Drop in trips from the Bruce Highway are
counted as new movements at the Myall Street/Holts Road intersection.
The Holts Road Industrial Estate is predicted to account for 10% of trips generated by the
proposed development. As such, only 90% of development traffic will access the Myall
Street/Holts Road intersection with the remaining trips included in the ‘existing’ industrial trips
on opening day.

Section 17
6.1.6. Development Traffic Distribution
For each use, the entry and exit movements are split evenly with 50% entry and exit
movements. Alternative fuel, convenience and food facilities along the Bruce Highway are
located in approximately 30km north of the site in Kybong and approximately 30km south of
the site in Forest Glen.
TTM have considered the spatial distribution of traffic and note the majority of traffic is likely
to access the site from the south and east. As such, TTM have applied a low percentage of
entry and exit movements to and from the north (10-20%).
The majority of traffic on Myall Street passing the Holts Road intersection incorporates
movements from the northbound off ramp. These movements have been predicted by DTMR
to be approximately 3 times greater than movements to the northbound on ramp. As such
TTM have applied a higher percentage of entering movements from the south (45-55%) than
the east (30-40%). Exit movements are considered to be generally in the direction of Cooroy
and as such, TTM have applied a higher percentage of movements in this direction.
Table 6.2 shows the estimated traffic distributions and movements to and from the proposed
development. Entry and exit movements are evenly split, therefore, the estimated movements
in the AM and PM peak will be the same.

Figure 6.1: Estimated Development Traffic Movements (With Industrial Estate Fully Developed)
6.1.7. Heavy Vehicle Percentages
As noted in Section 5.3, a heavy vehicle percentage will be applied to through movements on
Myall Street at Holts Road. In the future base cases, TTM have estimated that traffic generated
by the Holts Road Industrial Estate will comprise 20% HV’s and have applied this percentage to
turn volumes at the Myall Street/Holts Road intersection. With traffic generated by the
development, this percentage is anticipated to reduce and a HV percentage of 15% has
therefore been applied to turn volumes at this intersection in the development cases.
6.1.8. Summary of Traffic Inputs
In each case of base traffic, growth rates, heavy vehicle percentage, development traffic
generation and development traffic distribution, TTM have chosen conservative inputs to
provide a robust assessment of development impact and operation of the Holts Road
intersections with Myall Street and Taylor Court. As the industrial land accessed from Taylor
Court currently has no development approval it is also conservative to assume full

development in the opening year. Should these industrial lots be developed to a higher traffic
generating use (than warehouse), it will be responsibility of that applicant to assess the impact
of use on the road network.
6.2. Development Scenarios
TTM will assess the following scenarios:
2009 AM and PM Base Case (for comparison purposes);
2019 AM and PM Opening Year Base Case;
2019 AM and PM Opening Year Development Case;
2029 AM and PM Opening Year Base Case; and
2029 AM and PM Opening Year Development Case.
Traffic volumes for the 2019 and 2029 future cases is shown in Appendix D.

7. Road Network Performance 7.1. Myall Street/Holts Road Intersection 7.1.1. Intersection Capacity TTM has assessed the performance of these intersections utilising Sidra analysis software version 6.1. TTM used standard default settings in each case. The Sidra layout is based on plans provided by DTMR and is shown in Figure 7.1. It is noted that this layout is almost identical to the intersection layout in 2009, however the right turn lane was only 55m long. Figure 7.1: Myall Street/Holts Road Layout Post Interchange Upgrade Table 7.1 gives a summary of the outputs for the various traffic cases applied to the intersection. The Sidra files are provided with this assessment (Appendix E). Site: Lot 3 Taylor Court, Cooroy 19 Reference: 16BRT0201

2029 PM Project Case 83.5% 36.9/9.1 E 55.8 2.3 - 2.2
Table 7.1 shows that the Myall Street/Holts Road intersection will operate suitably in the
design horizon with acceptable delays and level of service. The Degree of Saturation (DOS) is
expected to exceed 83.5% in the 2029 PM Project Case. Given the level of conservative
estimations to determine future traffic volumes (particularly the chosen base volumes and
growth rates) the DOS is unlikely to reach this high solely due to the proposed development.
TTM have tested a further intersection option which included a 20m left turn lane from Holts
Road as shown in Figure 7.2.
Figure 7.2: Myall Street/Holts Road Layout With 20m Left Turn Lane
With this short turn lane the DOS reduces to 79.4% with lower delays and queuing on the Holts
Road approach. If road authorities require an upgrade to this intersection, it should be limited

to this 20m left turn lane on Holts Road and should be provided by others i.e. applicants of the
industrial lots.
It is noted that the several assumptions were used to determine future based traffic and traffic
distributions. It is therefore recommended this intersection be reassessed within 1 year of the
opening day of the development to determine if any intersection upgrades are required.
7.1.2. Turn Treatments
The State requirements for turn treatment warrants are now aligned with the Austroads
Guidelines. Therefore, it is the Austroads Guide to Road Design (Part 4A), which has been
utilised to address the warrants for turn treatments.
The assessment has been undertaken for the 2029 design year, based on the development
case volumes shown in Appendix D. These volumes are plotted in Figure 7.3, which is a
reproduction of Figure 4.9(a) of the Austroads Guidelines. This figure is used for determining
the warrants of turn treatments for roads less than 100km/h design speed.
Left Turn
Right Turn
Figure 7.3: Myall Street/Holts Road Turn Warrant Analysis
Figure 7.3 identifies that this intersection requires a short auxiliary turn lane, AUL(S) and a
chanellised right turn lane (CHR). The intersection is considered to be in an urban environment
with a design speed of 70kph (posted 60kph speed limit).
The AUL(S) treatment should therefore be 35m long including a taper. This intersection design
currently includes a 65m left slip lane, excluding taper, which is considered suitable.
Site: Lot 3 Taylor Court, Cooroy 21
Reference: 16BRT0201
Section 23
The CHR treatment should be 55-75m long plus storage. The Sidra analysis identifies an 95th percentile queue of less than one vehicle on this approach. The design vehicle would be a 19m long semi trailer and as such the overall length of the treatment would be 74-94m including taper. The intersection design currently includes an 80m long turn lane excluding taper, which is considered suitable. 7.2. Holts Road/Taylor Court Intersection TTM has assessed the performance of these intersections utilising Sidra analysis software version 6.1. TTM used standard default settings in each case. Whilst this intersection has a BAR treatment, TTM have modelled the intersection with only one approach and departure lane on each approach as shown in Figure 7.3. Figure 7.4: Holts Road/Taylor Court Existing Intersection Layout Table 7.2 gives a summary of the outputs for the 2029 Base and Development cases applied to this intersection. It is noted that these traffic volumes are identical to the 2019 traffic volumes. The Sidra files are provided with this assessment (Appendix E). Table 7.2 shows the existing intersection layout will suitably cater for projected traffic
volumes, with ample spare capacity. No further analysis or intersection upgrade is required
from a capacity perspective.
7.2.1. Turn Treatments
Austroads Guide to Road Design (Part 4A), has been utilised to address the warrants for turn
treatments. The assessment has been undertaken for the 2029 design year, based on the
development case volumes shown in Appendix D. These volumes are plotted in Figure 7.5,
which is a reproduction of Figure 4.9(a) of the Austroads Guidelines. This figure is used for
determining the warrants of turn treatments for roads less than 100km/h design speed.

Right Turn
Figure 7.5: Holts Road/Taylor Court Turn Warrant Analysis
Figure 7.5 shows that this intersection would require a basic left (BAL) turn treatment and a
BAR treatment. The BAL treatment is provided through the 2.0m wide shoulder on Holts Road.
Site: Lot 3 Taylor Court, Cooroy 23
Reference: 16BRT0201
Section 25
The BAR treatment is currently 60m long which is in accordance with design requirements in Figure 7.17 of Austroads Guide to Road Design Part 4A. 7.3. Analysis Conclusions The Holts Road/Taylor Court intersection is considered to be suitably designed to cater for estimated future traffic volumes from the subject site and the Holts Road Industrial Estate. The Myall Street/Holts Road intersection is anticipated to operate suitably in 2029 with anticipated traffic volumes, however the DOS may exceed the 80% threshold for a priority controlled intersection. Further analysis indicates a 20m long left turn lane on the Holts Road approach would reduce the DOS to less than 80%. It is recommended however that any upgrades to this intersection be delayed pending an updated traffic impact assessment within one year of opening day of the development. This would result in a more accurate traffic impact assessment as fewer assumptions would be required. Site: Lot 3 Taylor Court, Cooroy 24 Reference: 16BRT0201
Section 26
8. Site Access Arrangements To allows suitable access for larger vehicles, two accesses to Taylor Court are provided. The northern access is exit only and the southern access allows entry and exit movements. 8.1. Number of Accesses Council’s Probable Solution S1.2 in the Driveways and Parking Code identifies that only one footpath crossing and justification for additional driveways may need to be supported in a detailed traffic study. The proposed development will generate 309vph in peak hours. In order to limit the impact of the development on the adjacent road network, two driveways have been provided to limit the movements into and from any one driveway and improve circulation to and through the site. Effectively, the driveway will operate as a Type C driveway in the IPWEAQ standard drawing RS-051 with a wider dividing island. The entry is provided as far from Holts Road as practicable to limit the impact on the Holt Road/Taylor Court intersection. The northern driveway is exit only for this reason. The southern access allows exit movements primarily for traffic exiting the site to other industrial lots in the Taylor Court catchment. The provision of two driveways is considered reasonable to limit the impact of the development on the road network. Also, providing two driveways to petrol stations is not unreasonable and consistent with several other petrol stations in Noosa Shire. 8.2. Access Design Council requires accesses to be designed in accordance with their standard drawings. TTM were not able to obtain these standard drawings, however, it is understood that these are based on IPWEAQ standard drawings. The proposed access driveways are each designed in accordance with Type B driveway crossovers in the IPWEAQ standard drawing RS-051 and include a maximum 9m width. The northern access has a wider exit splay on the northern side to limit the impact of an exiting AV to traffic on Taylor Court. The access design is considered suitable in the context of Council requirements and are considered functional for the intended design vehicles. 8.3. Separation from Intersections AS2890.1 requires driveways are not provided within 6m of the tangent point of an intersection. The northern driveway is a minimum of 6m from the tangent point of the Holts Road/Taylor Court intersection and the southern driveway is approximately 10m from the Taylor Court/Easement intersection. The proposed separation from adjacent intersections is considered suitable. Site: Lot 3 Taylor Court, Cooroy 25 Reference: 16BRT0201
Section 27
8.4. Sight Distance
It is anticipated that Taylor Court will have a design speed lower than 50kph, given the short
100m length high percentage of HV. The sight distance requirement for a 50kph road speed is
ideally 69m or a minimum of 45m.
Drivers exiting the northern access will have clear and unrestricted sight distance to the end of
Taylor Court (approximately 80m) and to Holts Road (approximately 30m). The sight distance
to Holts Road is lower than the minimum sight distance requirement, however vehicles turning
between Holts Road will typically be travelling at a low speed in the order of 20kph for which a
30m sight distance is considered suitable.
Drivers exiting the southern access will have clear and unrestricted sight distance to the end of
Taylor Court (approximately 40m) and to Holts Road (approximately 60m). The sight distance
to the end of Taylor Court is lower than the minimum sight distance requirement, however
vehicles traveling at the end of the cul-de-sac to accesses or the easement will be travelling at
a low speed in the order of 20kph for which a 40m sight distance is considered suitable.
Sight distances at each access are therefore considered suitable given the short length of
Taylor Court and estimated low traffic speeds.
8.5. Internal Queuing Provision
Council does not indicate internal queuing requirements for this type of development.
AS2890.1 identifies a minimum 3% or parking supply or queuing for a minimum of 2 cars.
Queuing of more than one minute is considered unlikely given the free flow operation at the
Taylor Court/Holts Road intersection. Within one minute an average of 3 vehicles would exit
the site. Queuing of 3 cars at the northern access will not affect internal site movements. It is
extremely unlikely that three vehicles would queue back from the southern access, however if
this were to occur, access to the bowers is unlikely to be restricted as the distance between
the property boundary and the bowsers at this location is almost 23m which leaves 5m for
entering vehicles to circulate and access the bowsers.
8.6. Proposed Access Arrangements and Their Adequacy
The proposed access arrangements are considered practical and fit for purpose based on:
Estimated development traffic generation and distribution;
Estimated vehicle speeds and composition on Taylor Court; and
Estimated operation of the Holts Road/Taylor Court intersection.
Site: Lot 3 Taylor Court, Cooroy 26
Reference: 16BRT0201
Section 28
9. Service Vehicle Arrangements Council does not identify service vehicle requirements for a service station or a shop. Practically, it is anticipated that the design service vehicle is a 19m long semi trailer and a B- double is the occasional service vehicle. A HRV is the design vehicle for the service bay. Appendix B shows swept paths through the site of these design vehicles. These swept paths also show a recommended fill point from a fuel truck to limit the impact of re-filling to on-site circulation and exit movements. Whilst the B-double will utilise most of the Holts Road carriageway to exit the site, this will be an occasional vehicle and therefore all manoeuvres are considered suitable. To better define the over flow parking area, TTM have recommended trucks and cars/caravans be separated as shown in Appendix C. Site: Lot 3 Taylor Court, Cooroy 27 Reference: 16BRT0201
Section 29
10. Public and Active Transport 10.1. Public Transport The Holts Road Industrial Estate has no access to public transport. The proposed land uses are not considered sufficient to require new public transport infrastructure or routes. 10.2. Pedestrian Access Pedestrian access to adjacent industrial lots should be improved, however this will be the responsibility of the applicants over these lots. A path along the Holts Road frontage should not be provided as it would not improve connectivity to existing or planned infrastructure. The through speed at the site accesses are considered sufficiently lot that a dedicated pedestrian entry is not required. This is consistent with many other service stations in Noosa Shire. 10.3. Cyclist Requirements Council are silent on cycle parking requirements. The proposed development 9 bicycle spaces which is considered sufficient to cater for any cyclist demand which may occur. Site: Lot 3 Taylor Court, Cooroy 28 Reference: 16BRT0201
Section 30
11. Summary and Conclusions 11.1. Development Access The development layout includes an exit only northern driveway and an all movements southern driveway. The proposed access arrangements are considered practical and fit for purpose 11.2. Car Parking Arrangements The development proposal includes 36 parking spaces which complies with Council requirements and an overflow parking area. TTM support the provision of a minimum of 31 spaces on the subject site given the level of ‘shop’ demand from vehicles refuelling and the provision of the overflow parking area. TTM have provide recommendations for signage and line marking to improve on-site circulation. 11.3. Impact on Surrounding Road Network The local road network is considered to be suitably designed (construction finished in late 2016) to cater for movements from the proposed development. The Myall Street/Holts Road intersection may have slightly higher DOS than generally accepted (83.4% compared to 80%). Whilst an additional 20m left turn lane from Holts Road would reduce the DOS to acceptable levels, TTM do not believe this is necessary given the conservative nature of the assessment and any requirement for this additional lane should be subject to an updated traffic impact assessment within one year of the development use commencing. 11.4. Service Vehicle Arrangements The proposed development suitably caters for movements of semi trailers, HRV’s and the occasional B-double. TTM have recommended line marking to improve separation between cars/caravans and trucks in the overflow parking area, and identified a recommended re-filling point. 11.5. Public Transport and Bicycle / Pedestrian Facilities The proposed land uses are not considered sufficient for additional paths or public transport infrastructure to be provided. The development layout includes 9 bicycle parking spaces which is considered suitable for any cycling demand which may use shoulders on Myall Street and Holts Road to access the subject site. 11.6. Conclusion Based on the assessment contained within this report, TTM see no traffic engineering reason why the relevant approvals should not be granted.
