The RTA Guide to Traffic Generating Developments identifies a warehouse will generate
0.5vph per 100m2 GFA. Chapter 3 of the superseded Road Planning and Design Manual (DTMR)
identifies that the GFA for industrial sites is typically 45% of floor area. The 4 remaining lots in
the Holts Road Industrial Estate are 5.718ha in size and as such are estimated to have a
combined GFA of 25,731m². This results in a peak hour traffic generation of 129vph in each
peak hour based on the warehouse traffic generation rate.
The majority of trips in the peak hours are expected to be staff trips from Cooroy and west of
the Bruce Highway (50%). The remaining traffic is expected to distribute to the north (20%)
and south (30%) via the Bruce Highway.
Table 6.1 shows estimated traffic movements to and from these directions based on these
distribution estimations.
Table 6.1: Anticipated Distribution of Industrial Estate Traffic
Peak Hour Entry/Exit (% trips) North (vph) East (vph) South (vph)
Entry (80%) 21 51 31
AM
Exit (20%) 5 13 8
Entry (20%) 5 13 8
PM
Exit (80%) 21 51 31
To provide a robust assessment, these traffic volumes will be applied in the opening day.
6.1.5. Development Traffic Volumes
It is noted that there is not currently a specific operator of either the fast food facility or the
service station. To provide a robust assessment TTM will use the RTA traffic generation rate for
a McDonalds which is 180vph. For a service station this guideline identifies a traffic generation
rate of 0.66vph per 1m2 GFA. The service station has an area 195m2 GFA which equates to
129vph in each peak hour. This is approximately two vehicles accessing the site per minute,
which is considered to be suitably robust. It is noted that AM peak hour traffic generation for a
service station and fast food facility is generally lower than in the PM peak however these
traffic volumes will be retained for this assessment.
TTM have estimated that drop in trips would comprise 20% of through movements on Myall
Street. This equates to 66 drop in trips in the AM peak and 85 drop in trips in the PM peak. This
is results in a drop-in trip percentage of approximately 25% which is quite low, where drop in
trips are generally 75-80% of pass through traffic. Drop in trips from the Bruce Highway are
counted as new movements at the Myall Street/Holts Road intersection.
The Holts Road Industrial Estate is predicted to account for 10% of trips generated by the
proposed development. As such, only 90% of development traffic will access the Myall
Street/Holts Road intersection with the remaining trips included in the ‘existing’ industrial trips
on opening day.
