Noosa Council have approved the subdivision of 400 McKinnon Drive, Cooroibah (Council
Reference RAL25/0016). A small number of trees are to be cleared within the approved building
envelope (i.e. to locate a future house) within Lot 42, and a 14m wide bushfire setback is to be
managed around the building envelope and to maintain a reasonable Bushfire Attack Level
(BAL) construction rating under AS3959. The building envelope and asset protection zone adjoin
an area which is to be protected under a vegetation covenant and in which no vegetation
management can occur. In this regard it is critical that vegetation management occurs as per
the recommendations of this tree survey to ensure that a future dwelling can be safely located
within the site.

In this regard, a tree survey was undertaken within site with specific emphasis on the nominated
bushfire setback surrounding the approved building envelope. The nominated bushfire setback
was divided into an Inner Asset Protection Zone (which extends 10m from the location of the
approved Building Envelope) and an Outer Asset Protection Zone which captured the remainder
of the prescribed bushfire setback (measured up to 14m from the Building Envelope). All trees
located within the Inner Asset Protection Zone are to be cleared, whilst selective tree retention
within the Outer Asset Protection Zone can occur without substantially increasing the bushfire
risk to a future dwelling.

The tree survey recorded the location of native trees with a trunk diameter greater than 150mm
DBH within the bounds of the approved Building Envelope and associated 14m wide Bushfire
Setback. Trees were physically flagged on site to assist tree clearing contractors in identifying
which trees are to be cleared and which can be retained.

TABLE 1 - TREE DATA

Vegetation conditions within the bushfire setback must comprise low threat vegetation in
perpetuity as per the definition prescribed in AS3959 for the BAL construction standard to be
effective as intended. Low threat vegetation includes grass managed in a minimal fuel condition
(maintained lawn regularly mowed to <100mm), orchards and cultivated gardens. The small
number of individual mature trees to be retained are located on the outer extent of the bushfire
setback. The trees have been selected so that the canopy of retained trees will be separated
(i.e. less than 30% overall canopy cover shall remain within the setback). Wherever possible,
smooth barked trees have been nominated for retention over rough/stringy bark species.

It is the responsibility of future owners to ensure that vegetation management as described
above is undertaken in perpetuity to satisfy the determined BAL rating. Owners are to ensure
that future planting and/or regrowth of vegetation does not encroach into the calculated
setbacks to ensure that the BAL construction rating is effective as intended.

Note that the approval conditions set by Noosa Council include the registration of a vegetation
protection covenant along the southern allotment boundary. No vegetation clearing is
permitted within the bounds of the covenant area.

The Tree Survey Plan has been presented as Figure 1 (refer to Page 2). Individual tree data has
been provided in Table 1 below.
