INTRODUCTION                                                                                            1-1

1       INTRODUCTION

1.1     Rationale for this Document

        WBM Oceanics Australia (WBM) was commissioned by Settlers Cove Development Pty Ltd to
        prepare this Environmental Management Plan (EMP) for the proposed development called Settlers
        Cove at Noosa. This EMP (EMP 1) relates to the development of the Residential High Density
        (RHD) area ie. the northern component of the development site covered by Council Development
        Approval number 23118DA. Separate EMPs have been prepared for the Residential Single Lot
        (RSL) area (EMP2) and the Ecological Restoration Work (EMP3). The latter EMP covers the
        ecological restoration works to be undertaken under separate contract arrangements for those parts of
        the site that are not covered by EMP 1 and 2 i.e.:
        • conserved vegetation areas within the RHD and RSL lots i.e. the Private Open Space for
              Conservation and Waterways Protection – herein identified as POSCWP;
        •     the RF Thompson Environmental Park (formerly termed the Conservation Land);
        •     the Public Esplanade;
        •     the public Park; and
        •     the Road Reserve- Bushland.

        It should be noted that there are some parts of the site that are covered by EMP 1 and 2 for the
        development of engineering works and infrastructure that are also covered by EMP 3 for subsequent
        ecological restoration work. This is addressed in Section 1.2.

        This section identifies the framework and overall implementation procedures to be followed for this
        EMP. This document has been prepared in response to the Conditions of Council attached to the
        Development Permit for Material Change of Use and Reconfiguration of a Lot.

        The relevant conditions of approval are as follows:

            72 An Environmental Management Plan (EMP) shall be prepared and
               implemented to ensure that the impact of the development on the environment
               is minimised and that the environmental values of the site are protected and
               enhanced. The EMP is to:

               72.1 Comply with AS14000
               72.2 Demonstrate a high level of environmental care and responsibility and be
                    consistent with best practice for development of this type in similar
                    environments.
               72.3 Detail the applicant’s environmental policy and the proposed
                    environmental management system for the site.
            73 The EMP shall specify to the reasonable satisfaction of Council: the
                    performance targets, including those derived from the conditions and
                    other requirements arising from legislation and other approvals
                    - How the performance targets are to be achieved
                    - When the performance targets will be satisfied
                    - How the performance will be monitored
