INTRODUCTION 1-8
This EMP for the RHD area provides the overriding environmental values and principles to be
protected and promoted through the development of this site. The EMP sets out, through individual
elements, defined policies for implementation, monitoring and reporting, specifying responsibilities
and the necessary corrective actions required. The other required management plans provide detailed,
issue specific strategies to protect, maintain and enhance the sites environmental attributes.
1.3 Structure for Implementation of the EMP
The developer (Settlers Cove Development Pty Ltd) will implement the EMP immediately following
approval by Council. The management procedures will be applied by this company (or their
representatives) throughout the design, construction and maintenance components and during the
time up until the land is no longer under this company’s control (i.e. until the development is
complete and the parcels of land are sold to any other party or transferred to Council). Obligations
subsequent to the sale of land (particularly body corporate obligations) are described within the
operational section of the EMP.
This EMP aims to provide:
• evidence of practical and achievable plans for the management of the various facets of the project
to ensure that environmental requirements are complied with, by producing an integrated
planning framework for comprehensive monitoring and control of design, construction and
operational impacts. Specific commitments on strategies and design standards to be employed are
also given;
• a framework for authorities and the proponent to confirm compliance with policies and
conditions; and
• evidence to the community that the project is being managed in an environmentally acceptable
manner.
The objectives of the EMP are to ensure:
• monitoring of current on-site and off-site conditions during the construction and operational -
phases;
• amenity of existing and future residential areas are not adversely impacted by the proposed
construction and operation of the development; and
• proposed environmental management strategies meet ecological sustainability targets for the
social, economic and environmental aspects.
Eighteen (18) elements have been established to deal with the likely issues to be managed as part of
the detailed design, pre-construction and construction phases and six elements for the operational
phases. Information for each element has been compiled to provide practical environmental
management advice for minimising the environmental impacts of constructing and maintaining the
various treatments.
The structure of the EMP is outlined below (indentation reflects hierarchy). This format is in
accordance with ISO 14000. An explanation of components within specific control plans is given in
Table 1-1.
