INTRODUCTION 1-15
• Individual charts plotting the results for all parameters required in the monitoring (digital form
should be in Excel);
• Brief written discussion of the results and any actions taken or recommended; and
• Record any non-compliances, corrective actions undertaken and outcomes.
All monitoring data, inspection reports, certificates, photographic records and other associated
information and documentary evidence shall be kept on file and be available for Council officers to
inspect at any time.
It should be noted that the water quality monitoring program for the pre-construction and construction
phases will be carried out under a separate consultancy contract administered by the Principal. The
results and implications of this monitoring will be conveyed to the SEO on a monthly basis or
immediately should adverse water quality indicators be evident. Results are to be included with the
monthly compliance reporting to Council. The surface water quality monitoring program is to extend
for a period of three years from the commencement of construction.
1.9.2 Operations Phase
Reporting requirements for the operations phase are described in the specific elements in Section 5 of
this EMP. The main reporting responsibility relates to the on-going maintenance of the stormwater
and water quality control measures established within the development, notably the rapid infiltration
pits and SQID’s including swales (refer Element O.2) as well as reporting on the management of the
POSCWP areas within each of the lots (Elements O.3 to O.5).
1.10 Monitoring, Review and Audit of EMP
It is essential that provision be made to regularly monitor and review the EMP to ensure that the
individual policies, responsibilities, performance criteria and recommended corrective actions remain
achievable, appropriate, effective and practical for the situation. It would be logical that at each stage
of the construction of the development that the EMP be reviewed and updated.
All design documentation will be the subject of an audit prior to submission to Council to ensure
compliance with the EMP provisions.
On-going monitoring, reviewing and auditing is to be the responsibility of the SEO.
The developer is to also appoint an environmental auditor for the construction phase.
Auditing will be conducted annually and shall determine if the principal contractor and
Superintendent are meeting the performance targets of this EMP and any relevant management plans,
and compliance with other Council requirements and legislation.
The Site Environmental Officer is to forward copies of the monthly environmental reports to the
auditor for review. Following review, a date should be set where a formal audit meeting can take
place between the Auditor, Site Environmental Officer, Principal Contractor and the Superintendent.
The meeting should address the compliance of construction activities with relevant management
plans and legal requirements. Following the meeting, a joint site inspection should be carried out.
